Technological Singularity and Higher Education: Intellectual Development Against Exponential Growth

Modern higher education is oriented to graduates, bachelors, and that forces higher education institutions to use technological approaches. It's implies not only the proliferation, but quality of the graduates professional training. The exponential increase in the number of undergraduate programs in Russian universities arose due to a technological singularity. It has, however, led to the emergence of negative trends, which the Russian Government is trying to fix due to the negative feedback. I used a systematic approach. In addition to formal use of distance learning technologies, smart innovation with the use of tools focused on the labour market. I showed that scientific and technical (technological) progress is only the course of innovations in the tools used by people, and availability of public remote education not necessarily leads to emergence of necessary competence.
