Russia’s Participation in the International Project on the Chemicals Classification

Hazard classification of a number of chemicals is significantly varies from country to country. Pilot exercises were held in 2013 in order to determine the most difficult moments of the classification of such substances. These exercises were initiated by the Working Group of the Organization for Economic Cooperation and Development (OECD). The article concerns the issues of international activities related to harmonization of approaches to hazard classification according to the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The outcomes of the fourth OECD Cooperative Chemicals assessment meeting (CoCAM-4) including the description of the substances used for the pilot classification project highlighting the reasons behind the discrepancies in the classification results obtained by different participants (countries) under the project performed by the group are on consideration. The key issue of OECD was considered to be a harmonized classification of substances. Russia, along with other countries was involved in the pilot tests. Three substances classification procedure agreed with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) method were carried out during these exercises. Two groups of reasons for the discrepancies were identified according to the obtained results. Countries that participated in this exercise did not come to a consensus and believed that the existing recommendations require further elaboration. It is noted that the main reasons for these divergences were the differences in approaches in approach in terms of the data interpretation and application of the GHS criteria. Such format has become a good platform for sharing experiences. Russian participation in the international project on the chemicals classification could surely be a starting point for international cooperation and joint preparation of various recommendations on the most complex issues for peer review.
