Aspects of Improving of the Governance through the Regional Development

We have studied the issue of differentiation of Russia’s regions in terms of economic development. We used the decile coefficient of differentiation in our study for evaluating the differences in terms of socio-economic development between lagging and the most developed regions. We have analyzed four indicators: gross regional product per capita, the average monthly nominal wage per employee, average income per capita, the share of population living below the poverty line. It is shown that the state inefficiently copes with the inter-budgetary policy of the planned reduction of the differentiation level. On the example of Sverdlovsk region, the RF subject, we have shown how a policy of region development, based on the desire to diversify the economy, optimize a social sphere and attract investments is build.
