Standard model of the Russian universities’ QMS is being created and tested on the basis of  ISO  9000,  harmonized  with  the  model  of  the  European  Association  of  Quality Assurance in Higher Education (ENQA). In our research we focused on the principles and  approaches  used  in  higher  educational  institutions  of  the  Russian  Federation in  the  field  of  development,  implementation  and  preparation  for  quality  management systems  certification.  The  basics  for  universities’  QMS,  regional  conditions,  higher education  reform,  aspects  of  improving  educational  activities’  quality,  own  concept of  training  development  and  improvement,  governability  and  system  optimization, as well as the separate description of the processes are described.
We have shown the leading role of top management organizations as a decisive factor in ensuring the QMS effectiveness through the university’s transparent organizational structure,  its  interaction  rules  in  the  processes’  implementation  in  order  to  improve educational activities, their monitoring and evaluation. 
Our experience of implementing quality management systems in Russian universities shows  that  the  QMS  is  regarded  as  a  subsystem  of  Management  of  the  University in relation to the quality of educational services.
