In this paper I examine what is the basis of risk and how people perceive it. For this I have reviewed the main issues of different approaches to risk assessment in the passenger traffic in different transport means. In the study I show the psychological factors that influence acceptance or negation of a particular type of risk by the passenger and give recommendations for the main directions development in order to correct evaluate the real risks. This will allow to take more effective measures to enhance the security of passenger transportation.
More reliable statistics are needed for a deeper analysis of the situation, as well as systematic and methodical approach to the collection and analysis of data obtained is required. This is particularly important when implementing new systems, transportation safety-related and having no real data on operating statistics.
Only complex work on risk management can lead to the adoption of the real risks and their reduction. I suggest the basic directions of development of this route and statistics collection:
(1) create a database of dangerous events, containing information not only about the victims, but also potentially dangerous situations;
(2) raining specialists in the field of risk assessment and management;
(3) depth risks analysis, including perception, assessment, system of risk communication.
