The article reviews a new state regulation system based on Best Available Techniques which recently has been established in Russia. In order to assess the impact of the reformed environmental policy on the economic productivity in the country the Authors propose to use indicators developed by the OECD Experts. These indicators show the dependence between the environmental and economic policies and are able to find out weak sides of the policy.
