The article is the first in the number of publications devoted to the regulation problems of chemical substances circulation in the chemical products composition, including the design and implementation of programs for systematic assessment and investigation of existing chemicals. The authors will discuss international and national experience of such programs and the results of analytical work on its systematization.
The article presents national lists of existing chemicals, brief provisions overview of the Organization for economic cooperation and development Council (OECD Council) in this area. The authors analyzed the main elements of the systematic evaluation programs and existing chemical substances researches, established by the OECD Council and approved by a number of countries.
