    Technical Competence of Testing Laboratories: Methodological Tools

    An analysis of theoretical provisions and legislative acts defining the criteria for the technical qualification of testing laboratories in the context of current accreditation procedures was conducted. We have studied existing methods for assessing personnel qualifications. A system of methodological tools, including theoretical tests and practical assignments for assessing measurement competencies was developed. We have proposed the methods for testing the technical knowledge and skills of employees, and criteria for assessing their work, both numerically and descriptively are established. The new approaches were successfully tested at the testing center of FCTRB — VNIVI, confirming their practical value and effectiveness. Practical recommendations were developed for integrating the developed tools into the organization’s overall quality management system to ensure sustainable human resource development.

    Competitive Advantages Formation: Spectral Model of Universal Competencies

    The article substantiates the hypothesis of a universal set of corporate competencies that are significant for different sectors of the economy and support sustainable competitive advantages, effective quality management systems and stable product and service quality in the context of digital transformation. An analytical study is carried out using the trading industry, the oil and gas sector and advanced engineering schools as objects, while universal competencies and their systematization and structuring, oriented towards innovative development and maturity of quality management systems, are defined as the subject. Spectral analysis is proposed as a methodological tool to identify functional ranges of competencies and to construct a spectral model of universal competencies as a basis for intersectoral interaction, enhancement of quality management and technological leadership. The result is a universal set of corporate competencies and a spectral model viewed as an instrument for standardization and purposeful development of personnel competencies, with potential application in higher education and industry for improving quality management and training highly qualified specialists. Competencies is the sphere of higher education and the industrial sector of the economy, the synergy of development of which requires the use of a competence­based approach.

    System Model for Situational Planning & Business Process Organization

    This article examines a mathematical model of the business process of an organization operating rocket and space technology and its application to situational planning. Criteria for the effectiveness of situational planning procedures are proposed. A generalized algorithm for situational planning and the organization of business processes for an organization operating rocket and space technology is developed. A method for processing data on the occurrence and development of emergency situations during situational planning is proposed. Situational planning tasks in the rocket and space industry are feasible using modern automation tools. Implementation of the proposed algorithmic support for automated situational planning and business process management systems for the rocket and space industry’s organizational and technical systems will reduce planning errors, ensure planned workload and a sufficient level of personnel competence, and establish achievable levels of efficiency in the launch vehicle preparation and launch processes of organizations operating rockets. The impact of uncertainty on the achievement of operational goals for organizations operating rockets is taken into account in the algorithm using feedback from the point of occurrence of an emergency to the point of formalizing operations to localize the emergency. The plan is restructured in the event of a critical deviation of the rocket operation process from the planned one.

    On Systemic Contradictions in the Conceptual Framework of Federal Law N 102-FZ

    The conceptual framework of the Federal Law N 102­FZ of 26.06.2008 On ensuring the uniformity of measurements is examined as a regulatory model that defines the logic governing how requirements are applied to measurements, measuring instruments, measurement procedures, and procedures for confirming suitability. The analysis is carried out in the terms of the Law itself, as an assessment of the internal consistency of the concepts it establishes. It is shown that, although its definitions are formally well­developed, the Law contains a number of systemic contradictions: the conflation of objects, properties, and procedures; insufficient linkage of traceability to the measurement result; a disrupted hierarchy of measurement procedures; and the absence of a test­equipment category from the basic set of concepts. Avenues for improving the Law are substantiated, aimed at restoring the coherence of the metrological model and reducing ambiguity in the application of the Law.

    A Predictive Analytics Model for Managing Enterprise Energy Supply Reliability

    We have analyzed the factors influencing the reliability of energy supply, including technological, operational, external, and organizational risks, and systematized the main approaches to their classification. A multi­level model of predictive analytics for managing energy supply reliability risks was proposed. It includes the stages of data collection and pre­processing, analytical modeling, risk assessment, and decision support. The model uses time series analysis and machine learning methods to identify hidden dependencies and predict pre­emergency conditions. Particular attention was paid to the feedback and self­learning mechanism, which ensures the system’s adaptation to changing operating conditions and increases the accuracy of forecasts. Practical implementation of the proposed approach allows for a transition from reactive to proactive management, a reduction in the number of emergency shutdowns, a reduction in equipment downtime, and an increase in the overall sustainability of the enterprise’s energy supply. Prospects for further development of the model related to the integration of artificial intelligence technologies and digital twins have been identified.

    Development of a Methodology for Assessing Road Quality with Regional Specifics

    The current practice of road quality regulation in the Russian Federation is characterized by the prevalence of unified requirements that do not take into account regional operational features. The use of uniform criteria for all types of roads leads to an inefficient allocation of local budget resources in some territories and insufficient performance levels in others. The article is devoted to the development of an adaptive methodology for quality regulation of regional roads. A three­level approach to the criteria formation is proposed, taking into account regional specifics and external factors. A conceptual model has been created that provides dynamic adjustment of standards.

    Formalization of Personnel Competence Assessment: Fuzzy Logic of Opposites

    Modern business, operating in conditions of ever­increasing competition, and trying to maintain and strengthen its position in the market, is forced to constantly take into account the quality of its work, which meets the needs of all stakeholders. This is what the science of quality management is all about. One of the quality management tools is the personnel competence assessment system, which is present at all stages of a person’s work activity, starting with the early training of personnel. This article examines the shortcomings of the main methods for assessing personnel competence in the context of continuous production improvement. To address these issues, a fuzzy logic­based methodology is proposed as an alternative.

    Quality Management Procedures During Production of Products with Natural Fibers

    Natural fibers are increasingly being used in the industry to reinforce composite materials, offering advantages such as cost savings, lower density, high strength, and environmental safety. These fibers, including hemp, kenaf, and flax, are viable alternatives to glass fibers due to their positive properties. The use of natural fibers can lead to significant cost reductions compared to traditional materials like glass fibers. In the article analyzes using natural fibers in industry as an alternative to traditional materials, highlighting their economic, ecological, and technical advantages. It outlines strategies for integrating quality management into production to ensure stability, productivity, and sustainable development.

    On the Determination of the Critical Current in Nb-Ti Superconductors in the Range of Helium Temperatures

    Domestic and foreign enterprises that supply the market with round or rectangular cross section composite wire based on the Nb­Ti alloy can more efficiently control its properties in the range of cryogenic temperatures. To solve this problem, a measuring device was developed to determine the current voltage characteristics (IVC) in superconductors of helium temperatures. In the article, we have proposed a method for determining the actual values of the critical current in superconductors based on the Nb­Ti alloy in the field of helium temperatures. The results of the study confirming the efficiency of the proposed method are presented.

    Business Model of a Social and Entrepreneurial Project

    The article considers the creation of a sustainable business model for a social entrepreneurship project using the example of the Bashkir quiz Yomrobash. We have analyzed the key aspects of social entrepreneurship. It includes its role in solving social problems and potential support from the state and specialized centers. The purpose of this article is to show the features of the development of social entrepreneurship. The main tasks are to analyze successful cases for the development of social entrepreneurship, to consider the structure of the social and entrepreneurial projects business model, to show the development of a social and entrepreneurial project using the example of the Bashkir quiz Yomrobash. We have described popular areas in the industry and provided examples of successful Russian social projects. The structure of the business model of the Yomrobash project was discussed in detail, covering customer segments, value propositions, sales channels, customer relations, revenue streams, key resources, activities, partners and cost structure. The given structure of the business model can become an analogue for the development of such projects in Russian and other languages all over the world.
