Promising Mechanisms for Managing Intellectual Property in Industry
Authors: A.V. Artemov, ITMO National Research University, andruhaaa1209@mail.ru S.V. Murashova, ITMO National Research University, Assoc. Prof. Dr., svmurashova@itmo.ru
The study of intellectual property management mechanisms at Russian enterprises of the military-industrial complex is of great relevance today. We have presented the result of an analysis of one of the managing intellectual property tools features at US defense enterprises. It is a model for assessing the importance of an intellectual property based on a rating score. We have proposed adapting this model to the Russian realities, replacing the rating evaluation based on the intellectual property management statistics with an expert one. This will make it possible to more accurately take into account the national characteristics of defense production using intellectual property and new technologies.

The flow sensors of liquids and gaseous media during their operation are subject to the influence of many harmful factors. They adversely affect the accuracy of measurements. For diaphragm flow sensors, variable differential pressures include blunting the edges of the diaphragm and uniform deposits that accumulate in front of the diaphragm in its lower part. In the given article, we have presented the results of a study of the cumulative effect on the operation of the water flow sensor of these factors. The studies included numerical simulation of the diaphragm sensor operation using the ANSYS software package. Statistical processing and analysis of the results obtained by means of the Statistica 10 Enterprise programm. A quantitative assessment of the influence of each of these factors on the value of the expiration coefficient is given.

Ways of QMS Development in Digitalization
Authors: E.A. Kovrigin, Moscow Aviation Institute (National Research University), j7eka@yandex.ru
V.A. Vasil’ev, Higher School of the Russian Federation, Moscow Aviation Institute (National Research University), Prof. Dr., vasiliev@mati.ru
The whole world is experiencing a digital boom (that is now commonly called digitalization), which is fundamentally changing the way of life, both for an individual person and for larger systems. This process is of a global (large-scale) nature, which is not bypassed by the Russian Federation, including its industrial enterprises, which have certified (according to ISO 9000 series) quality management systems (QMS). Thus, science is faced with an acute question in the study of the main ways of the QMS development (including determining its place and role in modern conditions and realities). That is the purpose of this article. To achieve this goal, we have used modeling methods, as well as analysis and generalization of information. We have solved the following tasks: the main trends in the QMS development (improvement) were identified, its functions and main problems (risks) in the context of digitalization were determined. Our study has showed that in the context of digitalization, the QMS should go from descriptive, in which the identification of negative and positive events in the past is carried out, to cognitive (self-learning), which allows imitating human thinking and actions.

    Modern Quality Management Evolution Stages
Authors: I.M. Makhiyanov, JSC ASE Engineering Company, Moscow Aviation Institute (National Research University), Institute N 2 Aircraft, Rocket Engines and Power Plants, i-mak63@mail.ru
In this article, I have reviewed and analyzed the history of quality management evolution and have determined its main stages. In the course of my research, I have identified emerging trends and presented possible options for the further quality management development. I have highlighted a systematic transition from the quality control of individual products (parts, assembly units) and production processes to the quality management of all organizational processes as the main trend in the evolution of quality. I have also noted the desire of individual industries to establish their specific requirements for quality management. I believe that quality will play a big role in the development of the modern world. Increasing competition will contribute to the desire of companies to constantly seek opportunities to improve efficiency and improve the quality of products and services.

Modernization of Production Capacity of Preparatory Production Enterprises
    Authors: M.E. Nadezhdina, KNITU, Frida333@mail.
I have described the experience of rubber compounds preparatory production modernization and automation of the line for feeding ingredients, lines for straining, cooling and moving rubbers into pallets. Production, time, technological parameters, as well as raw material consumption parameters for rubber compounds are converted under the conditions of modernization organization. I have analyzed the organization of the production process before and after the project to modernize production facilities. An important step towards modernization of production is the shop-floor transition to the organization of digital production. Digital space can provide current and strategic information about the features of the equipment, the identification of bottlenecks, the characteristics of production and delivery of products.

Names of Technical Means in the State Measurement System’s Documents
Authors: V.G. Kutyaykin, Nizhny Novgorod Branch of FSAEI FVT Academy for Standardization, Metrology and Certification (Training), Assoc. Prof. Dr., asms-nn@mail.ru
I have conducted a comparative analysis of the terms of technical means for measurements, tests and control in the documents of the state system for ensuring the uniformity of measurements. Since these documents were developed at different times, their terminology differs significantly, so their comparison was of significant interest. In addition, in the given article I have considered the Strategy for ensuring the uniformity of measurements in the Russian Federation until 2025, GOST R 51672, standards created on the basis of international standards, as well as a comparison of the introduced GOST ISO / IEC 17025–2019 with the expired GOST ISO / IEC 17025– 2009. As a result of the analysis, it turned out that the changes in terminology adopted in GOST ISO / IEC 17025–2019 are more consistent with the practice of metrological support established in our country.

    Accuracy is Never Excessive
Authors: B.S. Mogil’nitskiy, Novosibirsk Branch of FSAEI FVT Academy for Standardization, Metrology and Certification (Training), Dr. Senior Researcher, ats3300-106-45@yandex.ru
I have presented the modern method of accurate distance measurement based on comb technologies. Comb technology is a method that uses laser radiation of short and ultrashort pulses. Each laser pulse contains a certain set of modes (frequencies) of generation-comb. The Michelson laser interferometer device forms a precision measuring tool for accurate distance measurement. A combination of three principles: precise measurement of the time of successive passage of the interferometer arms by a laser monoimpulse, an interferometer for determining the number of envelope wave- lengths, and a spectrometer for determining the resolution region of the spectrum. This combination of measurement processes determines the measurement uncertainty at the level of 10–8 , which is compatible with the accuracy of modern reference tools.
