It is known that the COVID-19 pandemic has seriously changed the process of organizing educational activities. Traditional format of education has been replaced by an online mode using distance learning technologies. The introduction of digital services into the education system made it possible to combine traditional education and training using ICT. After conducting the research, we have identified the most relevant definitions, one way or another concerning the content of digital service in education, which made t possible to highlight its main characteristics, such as adaptability to the needs of consumers, the ability to work remotely, versatility, functioning on any means and at any time, the ability to reconnect with the entire world space from any access point, etc. In our opinion, a promising result of digitalization of education can be a qualitative change in the content, role functions of the subjects of interaction, pedagogical technologies, monitoring, forms and methods of teaching, which allows us to assert the emergence of a new educational paradigm.

The Arctic as a tourist region has great potential. We have examined the main factors affecting the safety of tourists in the Arctic zone of the Russian Federation. Their includе the geographical and natural features of the territory, remoteness from the location of rescue services, as well as non-observance of personal safety rules by tourists. There are also specific risks associated with the possibility of natural and man- made disasters, unpredictable or poorly predicted natural hazards characteristic of the Arctic zone of the Russian Federation, and difficult terrain. The reason for the risks may be the inadequate technical condition of the used objects of the tourist infrastructure, unprofessional staff, unpreparedness of tourists to travel along a route of a certain type and category of complexity, failure to provide or provide incomplete information about the travel conditions to tourists (excursionists). We are confident that competent tourist information and quality control of the provision of tourist services will help form sustainable tourism in the Russian Arctic.

The Using Practice of Spectrum Analyzers and Laser Triangulation Sensors in the University
Authors: R.M. Khamitov, Kazan State Power Engineering University, Assoc. Prof. PhD, hamitov@gmail.com
M.E. Nadezhdina, Kazan State Power Engineering University, frida333@mail.ru
We described the process of developing and testing a laboratory complex for spectral analysis of measured data. It is based on a signal processing method based on the measurement of the frequency and amplitude of the signal (spectral method) with subsequent evaluation by the Fourier transform. The described laboratory complex consists of a personal computer, software, a spectrum analyzer, analog-to-digital converters, a vibration-acoustic generator and laser sensors. We justified the relevance of the development in connection with the fairly wide use of spectral analysis methods in science, technology and production. The advantages of using a laboratory complex are shown. We also described the experiments carried out on the generation, measurement and processing of signals for modeling measurement information from various non-destructive testing sensors, such as laser, strain gauge, ultrasonic, vibration, etc. We believe that the use of this complex is possible for conducting laboratory work of students of different fields of training in order to teach the procedures of verification and calibration, the use of automatic control systems and stabilization of production processes, etc.

Estimation of Сosts for the Quality of Logistics Activities
Authors: V.I. Shevchenko, Belarusian State University of Informatics and Radioelectronics, PhD (Ec.), shevchenko-v@yandex.ru
I analyzed and presented the existing approaches to accounting for quality costs and their management in logistics activities. The article contains an approximate list of costs for the quality of logistics activities, divided into categories: costs due to internal inconsistencies, costs associated with problems of external counterparties, estimated costs, costs of prevention, etc. This list can be considered general, but not exhaustive. The classification of costs should be formed in accordance with the specific needs of the enterprise. Practice shows that the effect of investing in quality improvement is not proportional to the size of these funds. It will continue to grow until internal and external factors of influence begin to limit the opportunities for generating income. I believe that quality cost management should be based on finding the optimal cost value, at which the effect in the form of the difference between income and quality costs will be maximum. To do this, it is necessary to take into account all the costs of quality: for the prevention of nonconformities, for the evaluation and for the elimination of defects in all their manifestations.

Regression Analysis of the Specialists’ Service Reviews
Authors: Yu.A. Gravchenko, A.F. Mozhayskiy Military Space Academy (A.F. Mozhayskiy MSA), Assoc. Prof. Dr., vka@mil.ru
    A.A. Grinshteyner, A.F. Mozhayskiy MSA
M.A. Marchenko, A.F. Mozhayskiy MSA, Assoc. Prof. Dr.
We have proposed a methodology for constructing statistical regression models for analyzing service reviews for specialists in the operation of rocket and space technology, taking into account the level of a specialist’s academic performance in a higher educational institution, as well as the models themselves. The calculations of the correlation index, determination index, average relative error of approximation of the regression equation, Fisher’s F -criterion for the proposed models have been performed. We believe that, despite a significant share of subjectivity in assessing the success of young specialists in the operation of rocket and space activities and the limited possibilities of obtaining statistical samples, the construction of regression models is an urgent direction in the field of predicting the ability of an organization operating a spacecraft to achieve functioning goal(s). We are confident that further research in this direction will most likely allow us to confirm the proposed regression models and use them to provide information support for planning processes and forecasting the results of the activities of organizations operating the spacecraft.

Organization of Monitoring Control Systems in Smart Petrochemical Production
Authors: R.K. Nurgaliev, FSBEI HE Kazan National Research Technological University, Assoc. Prof. PhD (Tech.), Nurgalievr@ yandex.ru
I believe that today it is impossible to imagine a smart enterprise without monitoring the state of equipment, production facilities, and infrastructure in real time. In this regard, monitoring is proposed, which allows you to respond in a timely manner to changes in the activities of enterprises, prevent failures and accidents, and increase energy and resource efficiency. The smart petrochemical production monitoring system is a software package, equipment, installations, special equipment that allows you to store and process big data, record, predict, adjust processes in real time, thereby increasing the information content, productivity of the system, reducing risks and preventing negative impact on the environment. The formed information base can become the basis for strategic planning and management decision-making. The proposed monitoring system is able to reduce irretrievable losses by 10–30 %. The payback period for the implementation of on-line monitoring for petrochemical enterprises is less than one year.

Sustainability of Economic Dynamics of High-tech Products Creating
Authors: A.V. Leonov, FSBI 46 Central Research Institute (FSBI 46 CRI) of the RF Defense Ministry, Prof. Dr., alex.clein51@yandex.ru
A.Yu. Pronin, FSBI 46 CRI of the RF Defense Ministry, Assoc. Prof. PhD, pronin46@bk.ru
Сomprehensive approach to improving the sustainability of the economic dynamics of high-tech products in government programs and projects, based on the joint use of program-target planning and nonlinear dynamics methods, is developed and presented. Theoretical approaches and methods for studying the stability of economic dynamics are presented in a generalized form, which includes: (a) diffusion methods for studying the dynamics of correlations; (b) methods for establishing the relationship between the dynamics of correlations and economic dynamics; (c) methods for assessing the stability of economic dynamics. On the basis of the established relationship between the dynamics of correlations and economic dynamics, the criteria for assessing stability and a methodological approach based on the general stability theorem of A.M. Lyapunov are developed. We believe that the results obtained can be used to improve the methodological tools for managing the creation of high-tech products in the development of long-term technological programs, reduce the risk of their implementation, identify ways and means of sustainable innovation and technological development of the country, as well as to develop a methodology for the sustainable development of economic systems.
