We have developed and recommend a procedure for searching, selecting, evaluating the results of innovative research that has a high potential for application in the defense sector using universal questionnaires that include information about the innovation received, customer organizations, the company performing the work, as well as predictive information about the expected effect from the introduction of innovation into the production of high-tech and non-traditional models of equipment. When compiling a list of works necessary to confirm the value of an innovation, one should indicate the type, timing and cost of these works, as well as the expected effects from its introduction into production. When forming expert groups to assess the results of innovations, we recommend the methodology of expert assessment, taking into account the level of competence of the involved specialists. The application of the proposed methodology will improve the quality and validity of decisions made by state and military authorities on the advisability of using the results of innovative research in the creation of equipment’s promising high-tech models.

The World’s First National Standard of the Russian Federation in the Field of Digital Twins is Adopted
Authors: Е.А. Sysoeva, FSBEI HE N.P. Ogarev National Research Mordovian State University, Assoc. Prof. Dr. (Ec.), sysoewa@mail.ru.
I studied the national standard GOST R 57700.37–2021 Computer models and modeling. Digital doubles of products. General provisions. It is the world’s first document establishing general provisions and requirements for the creation and use of digital product doubles. I believe that the greatest contribution from the introduction of this technology is possible at the stage of product development, where key advantages are laid that ensure the competitiveness of the manufactured product and its early market launch. During virtual tests, the use of digital doubles allows you to speed up the verification of changes made to the design of the product and its components, analyze the impact of changes in the indicators of some components on others and make informed decisions on this basis. I believe that the use of digital product twins technology is extremely effective, since it allows you to significantly speed up development, reduce its cost and achieve fundamentally new consumer qualities of the product.

E.А. Bashkirova, Higher School of Cyber-Physical Systems and Management of FSAEI HE Peter the Great St. Petersburg Polytechnic University
In this article, we have substantiated the need for standardization of artificial intelligence systems in the context of global digitalization, informed about the activities of Technical Committee 164 as a key subject of standardization in the field of artificia intelligence in Russia. We have described the current national and international standards developed and implemented by the specified technical committee, as well as standards that are currently being approved or finalized. According to the Nationa Standardization Program for 2022, TC 164 plans to develop more than fifty GOST R. We believe that the analysis of artificial intelligence as an object of standardization allows us to assert that at present all the necessary prerequisites have been laid for ensuring the compliance of Russian artificial intelligence systems with international requirements. This circumstance is an extremely important factor in increasing the international competitiveness of Russian organizations that develop and apply artificial intelligence systems, as well as expanding their sales markets. The research is partially funded by the RF Ministry of Science and Higher Education as ф part of World-class Research Center program: Advanced Digital Technologies (contract of 17.11.2020 N 075-15-2020-934)

Basic and Сritical Technologies are a Priority of the State Scientific and Technical Policy
Authors: V.Yu. Korchak, N.E. Bauman Moscow State Technical University, Dr., korchak.v@mail.ru
R.V. Reulov, FSBI 46 Central Research Institute of the Russian Ministry of Defense, Assoc. Prof. PhD
S.V. Stukalin, FSBI 46 Central Research Institute of the Russian Ministry of Defense, Assoc. Prof. PhD
A.Yu. Pronin, FSBI 46 Central Research Institute of the Russian Ministry of Defense, Assoc. Prof. PhD
We believe that the definition of priorities for the development of science and technology is one of the key elements of the state scientific, technical and innovation policy on a global scale. Identification and implementation of strategically important areas of research and development is an adequate response to emerging challenges and threats to the security of the Russian Federation, both global and internal. Therefore, the definition of national priorities for scientific and technological development becomes an equally political, economic and scientific task. In this regard, we have reviewed the foreign experience in the formation of the lists of critical scientific areas and technologies, the experience in the formation of domestic lists of basic and critical technologies, as well as the methodology for the formation of the list of basic and critical military technologies for a 10-year period. The application of this methodology will allow us not only to maintain parity in most technological areas, but also to ensure leadership in some of them.

Long-Range Passenger Transportation Planning. Econometric Modeling
Authors: V.A. Rakhaev, FSAEI HE Russian University of Transport, v.rakhaev@gmail.com
E.L. Kuzina, FSAEI HE Russian University of Transport, Prof. Dr.
M.A. Vasilenko, FSBEI HE Rostov State Medical University of the Ministry of Health of the Russian Federation, PhD, margo2026@yandex.ru
The successful operation of the transport infrastructure makes a major contribution to solving the main tasks of the country’s economic and social development. Econometrics allows us to study the dependencies of the economic performance of a passenger company using empirical data. In the article, the main goal of econometric research is to build a model, as well as forecast indicators for future periods, using statistical and mathematical methods. We have built and showed the relationship between the main indicators of the financial and economic activities of JSC FPC on the basis of the classical linear regression model. The study allows us to conclude that the main factor influencing the increase in revenue / income from the main activity of a transport company is the utilization rate of the capacity of passenger cars. The calculations carried out are applicable when planning long-distance passenger transportation when justifying the need to increase the capacity of cars in order to increase revenue from the sale of transport services.

Algorithmization of a Vehicle Mathematical Model With Several Tractors
    Authors:
M.V. Kapitonov, Moscow Aviation Institute (National Research University), Km7571@yandex.ru
Transportation of bulky indivisible cargoes of great weight is carried out by road trains consisting of a tractor and a trailer or semi-trailer. An increase in the weight of transported goods causes an increase in the weight of the road train and the power of the power plant of the tractor. Using tractors with high power and high traction characteristics, it is possible to ensure the movement of a vehicle (VH) on roads with crushed stone and gravel at an average speed of about 15 km/h with a total weight of a road train of 110-150 tons. The weight of modern vehicles reaches 200–300 tons. Due to the small volume of heavy cargo transportation, the creation and mass production of high-capacity tractors for the automotive industry is unprofitable. Specialized enterprises involved in the transportation of heavy loads do not have sufficient experience and production capabilities to create such tractors. This circumstance has led to the fact that road trains with two, three or more tractors are used for one-time transportation of unique heavy loads.

Development of Strategic Management in a Modern Company
Authors: A.V. Sorokina, ANO FVT Russian Railways Corporate University, PhD (Ec.), Assoc. Prof., erosserg@mail.ru
G.I. Shepelin, Russian University of Transport (MIIT), PhD (Ec.), Assoc. Prof.
O.V. Serbskaya, Moscow Automobile and Road Construction State Technical University (MADI), PhD (Hist.), Assoc. Prof.
In this study, the development and implementation of the strategy are considered — these are two priority tasks of management, which in turn creates demand for the position of managers who are able to proactively shape the necessary future of the company. Strategic management itself does not end with the formation of the strategy, the next step should be the development of a mechanism and tools for the implementation of the strategy. In conditions of high dynamics of changes in external conditions, modern companies can become effective only by understanding and predicting these changes, flexibly adapting to them, but the actions of company managers should not be reduced to a banal response to the changes taking place. The process of conscious change management, economically justified, is becoming increasingly important.

    Data Streams in Light Industry
Authors: A.D. Kilimova, St. Petersburg State University of Aerospace Instrumentation, College of Automation of Forestry Manufacture of S.M. Kirov St. Petersburg State Forestry University
The process of production of garments, like any business process, is accompanied by flows of information data. I have classified the data flows circulating in the clothing industry. Since their reliability affects the efficiency of production, the issue of the quality of these data is relevant. I have analyzed the information flows in terms of direction and content, determined that they are divided into initial and control ones, and all information about the progress of the business process is collected at the central control room. I have considered the characteristics of big data, the difficulties that arise in their processing and management by standard mechanisms. The purpose of using big data is to ensure trouble-free production. To do this, it is necessary to control big data starting from the process of their input, develop a mechanism for classifying errors and a mechanism for data verification based on the analysis of all processes, centralize the data quality management process and create a main document — a register of requirements for big data.
