Enterprise Quality Management System: Qualifications Specialists of the Quality Service
Authors: M.L. Rakhmanov, FSBEI HE Moscow Aviation Institute (National Research University), Dr. (Tech.)
I have considered the current problems of management systems’ audits, as well as approaches to the continuous assessment of an organization’s quality management system. In the article I have discussed a stable demand for voluntary certification of management systems by most organizations in the world as an important tool that ensures confidence in the quality of products or services in conditions of free competition. In this regard, I consider the qualification of the personnel of enterprises to be one of the most important problems. I pay special attention to the issues of training university students studying engineering specialities who plans to deal with quality issues. Professionals of this level are very much needed today at enterprises of high tech products, especially the militaryindustrial complex. In my opinion, the training programs pay absolutely insufficient attention to the issues of technical regulation. All of the above points to the need to assess the sufficiency of educational programs in higher educational institutes.

The article is devoted to standardization as an effective tool of import substitution in Russia on the example of such a chemical industry product as organic solvent perchlorethylene. But one of the problems of import substitution is the lack of standards for raw materials and materials, as well as modern methods of their control. We investigated the problem of improving the regulatory framework of standardization of the chemical industry, taking into account the prospects for the development of the national standardization system. The necessary groups of interrelated standards have been identified, a number of new standards of perchlorethylene products have been developed and approved, as well as for control methods. The introduction of a set of standards for perchlorethylene will allow the manufacturer to produce these products on the Russian market.

We have shown that for the majority of complex physical systems the quantitative regularity is fulfilled, characterized by the fact that the greatest amount of effect is produced by a small part of the whole possible range of resources of this system. Any economic activity is subject to general economic laws, i.e., stable, recurring cause effect relationships between economic processes and their results. Application of the Pareto principle as a stable economic regularity on an example of estimation of activity of metrological laboratories is an effective tool of management and interaction of modern economy. We recommend that during verification activities in the field of measuring instruments, focus attention, time and material resources on supporting 20 % of the most productive enterprises. This will be achieved, according to the Pareto principle, the greatest efficiency in the industry — 80 % of the effectiveness.

The material of our study was the global methods for the intensification of oil production, called CO2EOR. The introduction of effective technologies that ensure the complete extraction of oil reserves from reservoirs and aimed at reducing greenhouse gas emissions into the atmosphere are the most important tasks in light of the decarbonization trends of national economies around the world. The relevance of the topic is due to the need to use technological options to reduce greenhouse gas emissions in the interests of lowcarbon economic development and intensification of oil inflow at fields. The study presents an adapted hybrid technique based on a combination of domestic and foreign approaches. Its approbation and search for optimal solutions are carried out on the example of a field in Western Siberia. The results of the calculation of the technological effect confirm that the use of CO2EOR will allow additional production of 11 320,22 cubic meters of oil at the experimental site.

In the given article we have considered the application of the FMEA method in the process of equipment qualification in the pharmaceutical industry. The advantages and disadvantages of the failure mode and effects analysis have been analyzed by the example of the qualification of a depyrogenation tunnel. The relevance of the article is because the FMEA method is promising for use in the pharmaceutical industry and requires a comprehensive analysis for improving standardization documents of the Russian Federation. The main task of equipment qualification is risk management to ensure high quality of medicines. We pay special attention to this issue, recommending that all potential threats analyzed in the article be taken into account when drawing up the qualification protocol. Examples of dangers, their consequences, as well as the necessary measures to eliminate them are given in our work.

Strategic Planning Tools’ Development by the Enterprise at the Business Processes’ Level
Authors: A.E. Brom, Bauman Moscow State Technical University (National Research University) (BMSTU), Prof. Dr. (Tech.), allabrom@bmstu.ru
V.A. Tret’yakova, BMSTU, Assoc. Prof. PhD (Tech.), tva@bmstu.ru
We have proposed a new approach to the development of planning tools at a manufacturing enterprise. It is based on the interconnection of strategic goals with the process model of the enterprise’s activities. This allows to build a strict connection between planning goals and objectives and managed attributes of business processes. The construction of functional dependencies of the strategic goal on the attributes of the business process, their characteristics and the inclusion of real calculations in the system improve the quality of the plans being developed at all levels and the reliability of the analysis result. We believe that the most important longterm task of developing planning tools at a manufacturing enterprise and managing it should be the creation of a system of mathematical models of business processes proposed by us. This will make it possible to build an effective complex of planning and management in any production.

Production Processes’ Organizational & Technological Reliability. Photocontrol
Authors: P.V. Ryabchikov, FSBEI HE MIREA — Russian Technological University (FSBEI HE RTU MIREA), JSC Afanasyev Scientific and Production Association Tekhnomash, p.ryabchikov@tmnpo.ru
M.A. Nazarenko, Institute of Perspective Technologies and Industrial Programming of FSBEI HE RTU MIREA, PhD (Phys.- Math.), nazarenko@mirea.ru
Video recording, along with photo control are methods of ensuring the technological reliability of products and production processes. We have shown that issues of products control and services are considered in one form or another in every tenth dissertation in technical sciences, which indicates the importance of the topic. The presence and content of documents on standardization in terms of photo control and video recording in a number of domestic information and reference search systems were also studied. The analysis of Russian and foreign experience showed that the use of these methods as tools for product quality control in industry is rarely covered in the press. But they have been widely used in the Russian rocket and space industry for several years. Just like in the global aviation industry. The use of automated photo inspection of products is increasing every year. The pioneers in this industry were companies producing printed circuit boards.

Methods for Improving Technological Discipline: Standardization, CALS Technologies, TQM
Authors: S.A. Sumburov, FSBEI HE MIREA — Russian Technological University, JSC Afanasyev Scientific and Production Association Tekhnomash, S.Sumburov@tmnpo.ru
In the article, I have discussed the goals, types of control and main directions of measures to ensure technological discipline in organizations in the production of technically complex products. The main directions for improving the performance of technological discipline were given. That are: standardization of processes in the organization, implementation of CALS technologies and processes, TQM concept that ensure the stability of the technology. I pay special attention to violations of technological discipline, they come in three categories — related to noncompliance with technological processes, noncompliance with requirements for their quality and production culture. According to the results of the inspections, appropriate measures are developed without fail. To calculate the level of technological discipline at the enterprise, I propose a simple mathematical formula. The indicator of the level of technological discipline determinated by it should be at least 97 %, which will ensure the achievement of optimal values of key performance indicators.
