    Resource Efficiency Policy and Circular Economy Development

    The article considers industrial policy aimed at the resource efficiency enhancement (Environmental Industrial Policy, EIP) as an instrument of horizontal industrial policy. Authors show the correlation between goals of sustainable development, circular economy and industrial resource efficiency policy. The article analyses key EIP directions, instruments and mechanisms and demonstrates that reducing consumption of energy, materials, and water in the production processes along with recycling secondary resources provide for the circular economy development. Authors analyse international and Russian experience in the field of the resource efficiency enhancement at micro- and macrolevels. They emphasise prospects for expanding responsibility of the construction materials industry in the field of resource efficiency and climate change mitigation towards the construction, renovation and municipal services sector.

    Certification of Energy-consuming Products in the Context of New Challenges

    We have reviewed the interim measures taken by the Eurasian Economic Commission in the face of an unfavorable epidemiological situation related to coronavirus infection (COVID-19). The measures are aimed at preventing a shortage of these products in the EAEU market. It should be applied when conducting conformity assessment in the form of certification of mass-produced energy-consuming products for compliance with the requirements of the EAEU technical regulations. We have shown that temporary measures that supplement the standard schemes of products’ conformity assessment would be valid for one year, from January 10, 2021 to January 10, 2022. We have considered how, within the framework of the measures taken, accredited product certification bodies should identify and select samples (tests) of products from the applicant, analyze the state of production, as well as carry out inspection control of certified products. We have talked about the mandatory requirements that the EAEU member states must fulfill so that the adopted restrictions exclude the possibility of low-quality, unsafe and falsified energy-consuming products entering the EAEU consumer market.

    Selection of a Competent Mediator for Resolving Controversial Conflict Situations

    We have developed an algorithmized method for selecting a competent mediator by participants in a dispute-conflict situation, taking into account their individual requirements for his professional and psychological profile. We have shown the calculated effectiveness of this approach in finding a solution to this conflict problem and the prospects for the formation of a mutually adapted triad: the participants in the dispute — the mediator. The study does not exhaust all the variety of prospects for the development of the developed scientific and applied approach to assessing and increasing the importance of mediation for the success of a compromise solution to various controversial and conflict situations. However, the high potential of effective methodological transfer to other related psychological and conflictological spheres of people’s life was clearly shown.

    Efficiency Evaluation for Cylindrical Flow Meter Shape Nozzles Modifying

    In the study, we have evaluated the effectiveness of nozzle shape modifying when replacing the outlet edge with a collar. Based on the test results, the results of numerical simulation of the liquid flow through a restricting device — a cylindrical nozzle of a variable pressure drop meter were presented. The results obtained allowed us to conclude that modification of the flow meters cylindrical nozzles’ shape by replacing the edge at the outlet with an annular protrusion reduces the effect of blunting of the edges on the value of the pressure drop, therefore, leads to an increase in the stability of the flow meters. The bluntness of the edges reduces the speed in the middle layer of the fluid flow for cylindrical nozzles with or without a protrusion at the outlet, which should help to reduce abrasive wear of their inner surfaces.

    Pandemic as a Catalyst for the Digitalization of Society

    We believe that, despite the negative consequences associated with the pandemic, its undeniable advantage has been the accelerated digitalization of society. During the period of global self-isolation, the introduction of digital tools proved to be the only correct strategy for safe activities. This strategy is able to ensure the survival of humanity and the economy of states through the continuous production of goods and services necessary for treatment and nutrition, the preservation of employment of the population, and the expansion of remote forms of work. Accelerated digitalization is positive for the environment. It is obvious that the active introduction of artificial intelligence and innovative digital technologies for the digitalization of product quality management contributes to improving the environmental situation and the quality of life in various regions of Russia. This is achieved by increasing the production of goods with stable quality, reducing the share of counterfeit and counterfeit goods in enterprises where digital QMS operate, using alternative energies, including electric vehicles, etc.

    Crowdfunding as a Sector of the Distributed Economy

    Commodity circulation represents an exchange of goods with money and intermediaries; the number and quality of the mediators’ work, as well as monetary circulation, determine the commodity-money supply turnover rate, the price level for consumer goods. It is this factor of the modern market environment both in Russia and in the world that makes the issue of alternative investment mechanisms for business structures extremely relevant, primarily based on the analysis and assessment of the development of such a segment of the distributed economy as сrowdfunding. The main task of the article is to analyze the problems and determine the criteria for assessing the competitiveness of the projects presented on сrowdfunding.

    Automotive Equipment Production: Information Technological Support

    We believe that the purpose of technological support is to fulfill the values of the most important special characteristics of the products. Today, it is extremely necessary to identify the causes of the detected defects as quickly as possible. Therefore, the technological documentation should be able to trace the flow of technology throughout the product lifecycle. Standard technological documentation does not provide these requirements, so we suggest using it to create a set of information and technological support for the traceability of special product characteristics to manage the stability of technologies in the project lifecycle. To this end, we have developed a scheme for the content of an additional set of documents on the requirements of the QMS on the example of the manufacturing technology of automotive components. It is these technologies that largely determine the quality of the finished product. The proposed set of information support will significantly increase the competence of technologists, expand the horizons of specialists, improve the training of bachelors, and most importantly — the development of software tools for managing production preparation.

    Yearly, competition between enterprises of different sizes is growing, both on the world market and in Russia. Therefore, enterprises resort to various cost-cutting technologies, such as outsourcing and outstaffing. We justify the relevance of the issue under consideration, give a general idea about outsourcing and outstaffing, about the advantages and disadvantages of each of the methods of cost reduction. The directions of development of outsourcing and outstaffing in the territory of Russia and the problems arising on the way of their development are considered. In accordance with the specifics of the development of these areas, we have developed recommendations for improving the system of regulation of outsourcing and outstaffing.
