Syria is currently interested in rebuilding its economy. The geopolitical situation has shown that Russia is a reliable partner for Syria and may well take a leading position in the food market in this country. This corresponds to the national interests of Russia, especially since the new food Doctrine of the Russian Federation is aimed at the export of goods. SASMO cooperates with such international organizations as ISO, IEC, FAO, WHO, etc. The procedure for the development and harmonization of national Syrian standards complies with international requirements. At the same time, it should be noted that the Syrian standards do not create trade barriers for international trade. The presented analysis is of practical importance for further trade and economic relations in the field of food products turnover between Russia and Syria.

The procedure for confirming of perfumery and cosmetic products is carried out in accordance with the requirements of the technical regulation of the Customs Union TR TS 009/2011 On the safety of perfumery and cosmetic products. Products containing nanomaterials deserve special attention. For this type of cosmetic products, according to Appendix N 12 of this TR, the State registration is used as a conformity assessment. State registration of perfumery and cosmetic products is carried out by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) with the issuance of a Certificate of State registration. State registration of perfumery and cosmetic products made on the EAEU territory is carried out at the stage of their production. While import — before their import into the customs territory using a significant package of accompanying documents. We believe that the updating of information on nanomaterials, the tightening of requirements for the content of substances in products, new requirements for the conformity assessment procedure must be constantly taken into account in order for the manufactured product to fully satisfy the needs of the consumer and have a competitive advantage over other market participants.

Authors: R.M. Khamitov, FSBEI HE Kazan State Power Engineering University, Assoc. Prof. PhD, hamitov@gmail.com
S.V. Morin, FSBEI HE Siberian State Industrial University, Assoc. Prof. PhD, msv7@list.ru
We have studied the effectiveness of applying the method of expert assessments in the selection of technical means of input control to reduce the level of defectiveness of manufactured products. As a part of the project activities, we have developed a project for a complex for incoming inspection of rolled metal products and a project for a complex for statistical acceptance control in the production of gas discharge electrodes. For the successful implementation of projects in both cases, a multi-criteria choice of hardware and software included in their composition was carried out. We got acquainted with the regulatory documents of the enterprise; developed projects of complexes for carrying out input and acceptance control of products; using the method of multi-criteria selection, selected the appropriate hardware and software; prepared the necessary project documentation. Thus, it has been established that the methods of expert assessments can be successfully applied in project activities when solving the problem of multi-criteria choice in the course of developing complex technical systems for production quality control of products.

We examined the topic stated in the title of the article from different angles. We gave a definition of industrial explosives, studied their areas of application, nomenclature, assessed the prospects for the Russian market of chemicals, including explosives. We have analyzed the procedure for maintaining the balance of production, distribution and use of industrial explosives, established by the competent authorities to ensure the safety of the use of these substances. Based on the results of the study of the problem, we have proposed recommendations for improving the balance sheet procedure. We believe that it is advisable for enterprises to consider the process of preparing and submitting information necessary for maintaining the balance of Industrial Explosive Materials as a procedure for the organization’s safety management system. Requirements need to be improved in order to ensure that the procedures for preparing information by applicants are simple and reliable, and the procedure for evaluating information received from Russian organizations and compiling a balance of IEM ensures proper control of the circulation of industrial explosives.

The article deals with the problems and ways to solve them, related to the time delay in the process of communication between the passenger and the carrier company, using the example of the transport company of the Russian Railways holding company. The purpose of this article is to improve the system for processing requests, accounting for identifying malfunctions of passenger cars by introducing an algorithm with the further creation of an information portal for passengers traveling by rail. The developed algorithm will make it possible to adjust the existing accounting system. We have discussed the current system for collecting and storing data in the field of passenger appeals regarding the shortcomings of parts of the cars and emerging emergencies along the route; have carried out the analysis and identified the weaknesses and strengths. We have proposed an algorithm with a detailed step- by-step description of each stage to make changes to the existing accounting system. To improve the quality of the services provided, we have proposed mechanisms for automating and digitalizing feedback for customers of a transport company. In order to automate the communication processes between passengers and representatives of the transport company, the use of QR-coding is recommended. These mechanisms will reduce the time delay between a claim received from a passenger and the settlement process on the part of company representatives. On the example of the proposed algorithm, the need to create a single information base for the rapid exchange of data was demonstrated.

Method for Assessing the Manufacturing Products Quality in the Production Process
Authors: V.D. Mogilevets, A.N. Tupolev Kazan National Research Technical University — KAI (KNRTU — KAI), PhD, mogilevec-val@mail.ru
At present, the transition of the enterprise to the built-in quality system is becoming relevant. To implement it, I have developed a methodology for introducing built- in quality. It allows you to determine the key characteristics (control points) of the technological process, since its main purpose is to identify defect-forming zones of defect-carrying products and determine ways that exclude their occurrence in mass production. Identification of defect-forming zones is carried out based on the results of FMEA, technical diagnostics, non-destructive testing, physical and technical analysis, and organizational and technical measures. This technique, as an element of built-in quality, does not require additional costs. It is based on the production technology operating at the enterprise, statistical results, technical diagnostics, production control and product testing. Regardless of any data array, fixing the quality indicators of any assessment of measurements or tests is reduced to obtaining an unambiguous answer: yes or no, which is, the product characteristic meets the specified requirements or does not.

Methodology for Assessing the Oil-Oxidizing Ability of Biopreparations-Oil Destructors
Authors: A.V. Nechaeva, S.N. Vinogradsky Institute of Microbiology of Federal Research Center Fundamentals of Biotechnology of RAS, nechaevasasha709@gmail.com
S.V. Ostakh, I.M. Gubkin Russian State University of Oil and Gas (NRU), Assoc. Prof. PhD, ostah2009@yandex.ru
A bioremediation is a technology for cleaning the environment with the help of living organisms. One of its options is the purification of oil-contaminated soil with the help of microorganisms. In order for the process of biodegradation of oil to be effective, the microorganisms involved in the process must be comprehensively studied. We believe that particular attention should be paid to the oil-oxidizing ability under different conditions of both each strain and the community as a whole. However, there are still no universal criteria for comparing strains and identifying the optimal strain, especially among those capable of oxidizing a wide range of petroleum hydrocarbons. In this regard, the purpose of this work was to compare different methodologies for assessing the oil- oxidizing ability of microorganisms, as well as to propose a way to design consortia of biological products taking into account the studied techniques. In this work, we have studied qualitative and quantitative methodological approaches for assessing oil-oxidizing activity based on such criteria of oil oxidation as biomass accumulation, homogeneity of the dispersed biodegradation system, the number of microorganisms, residual oil content. Among the methods studied are visual assessment, cup method, microscopy, gravimetric analysis, etc. Based on these methods, a method for designing consortia for biological products-oil destructors was proposed.
