    The Specialist Competencies Vector While Studying Engineering Geometry and Computer Graphics

    The whole world is geometric. The primacy of the geometric image is very characteristic of engineering. The solution of engineering problems is associated with the synthesis and analysis of geometric images of technical systems. With the development of science-intensive mechanical engineering, the methods for synthesizing and analyzing the geometry of engineering systems have increased the requirements for a design tool, and, consequently, for the competence of a design engineer. A Pareto optimal engineering staffing set is shown. The given modern model of the specialist’s business goal showed the scope of the specialist’s life cycle. A model of the graph-geometric vector of engineering training for the aerospace industry is proposed. The effectiveness of personnel training in the geometric-graphic field, depending on the time and level of tasks within the life cycle, has a level and iterative character. Possible areas of application of rapid prototyping technologies in design are shown. It is shown that the verification of the trend in the development of geometric and graphic education goes through the development of legal documentation and through activities in the specialized technical committees of Rosstandart and specialized dissertation councils of the Higher Attestation Commission of the Russian Federation.

    Domestic Market of Online Advertising Аfter Labeling System Introduction

    In accordance with the Federal Law of 2/07/2021 N 347-FZ On amendments to the Federal Law On advertising, a system for labeling online advertising is being created in Russia. I have reviewed the main provisions of this document, which regulates the activities of the domestic market for advertising services. This system should ensure the collection, storage, processing and analysis of information about advertising, obtaining and using reliable and up-to-date information, monitoring the reliability, completeness, relevance and timeliness of information placement in the system. The advertising market will receive a tool for the interaction of advertising agencies and media with the state, and the data that will be stored in the advertising accounting information system can be used to improve the effectiveness of advertising campaigns. I believe that the creation of a unified information system for accounting for advertising on the Internet will limit the possibilities of illegitimate schemes related to tax evasion, and will help to identify unscrupulous participants in the advertising market.

    New Auto Component Production and Release: Prevention of Profitability Loss

    We analyzed the risks of non-detection and non-elimination of the causes of loss of profitability of pre-production projects and the release of new automotive components. We came to the conclusion that the initial task of manufacturers of automotive components is to document the flow of operations of the entire product life cycle. Since the degree of manageability should correspond to the importance of risks, we have proposed a methodology for expert assessment of the importance of project work during their planning. According to the methodology, an inter-functional team of specialists determines a category of significance for each work on a four-point scale. Typical control schemes are proposed for each category of work. In order for today's digitalization projects to be effective, the priority tasks should be careful development and documentation of technologies; full reconciliation of basic technical documentation; formation of technology flows throughout the life cycle of an automotive component; development of adequate requirements for quality characteristics; formation of an appropriate level of information culture among current and future specialists and managers.

    On the Licensing Procedure for the Medical Devices’ Maintenance

    I analyzed the new requirements for license applicants for the maintenance of medical devices, including the requirements for quality management systems to comply with the requirements of GOST ISO 13485–2017. The author compared the requirements of GOST ISO 13485–2017 with the requirements for quality management systems established by other documents. Based on the results of the analysis, we can conclude that by finalizing the documented procedures in terms of regulating the listed special requirements, the quality management system can be considered functioning in accordance with GOST ISO 13485–2017.

    Leasing Risks Evaluation. Tool of Purchase of Weapons, Military and Special Equipment

    I have reviewed and systematized the main risks of the recipient associated with the use of leasing as a tool for acquiring weapons, military and special equipment. A methodology for quantifying these risks, as well as a set of restrictions for deciding whether to use leasing was developed. While leasing has advantages over traditional purchasing, there are certain risks associated with leasing that need to be considered when deciding whether to use it. As a tool for assessing the risks of leasing for a military customer, I have proposed to use the reduction of the military, economic and military- economic effect of leasing for these purposes. When deciding on the advisability of using leasing as a tool for acquiring military equipment, it is necessary to take into account not only the value of the expected military-economic effect, but also the level of risks that characterize leasing relations with the selected supplier, taking into account possible changes in the external environment.

    Aspects of Applied Metrology

    Modern studies of various phenomena and processes, and the development of efficient production and technological equipment and instruments require the use of methods and means of measuring physical, chemical, etc. parameters with high reliability, certainty, accuracy and reproducibility. Their achievement is impossible without a system of metrological support based on the results of research, comparative or comparative tests of standardization and the use of standards of measures, weights and other recorded parameters recognized by international authorized measuring and calibration laboratories. Permanent improvement of methodological support is achieved primarily through cross-comparative tests and calibrations. Thus, the metrological support system allows manufacturers and consumers of technical objects of various purposes anywhere in the world, including in space and in the ocean, to create and evaluate their properties and characteristics on the basis of uniform internationally prescribed and recognized principles. So, the effectiveness of the implementation of production processes controlled by technological parameters is achieved.

    On the Time Intervals Measurement in the Test Equipment and Diagnostics of RPA Devices Verification

    I have considered the importance of verification of testing and diagnostic of tools for relay protection and automation devices in determining the error in measuring time intervals in accordance with verification methods. Like any other system, relay protection of automation needs to be checked periodically to avoid emergencies and damage of expensive equipment. To this end, I have developed and tested a device that provides the process of measuring time intervals during the verification of testing and diagnostic equipment for relay protection and automation. The device is designed to work in conjunction with time interval generators in the form of rectangular pulses and a reference meter. The developed fixture is a universal device that provides an estimate of the measurement error of time intervals, and can also be used in other situations that require the synchronous start of several technical devices. The relative ease of manufacture and use, combined with low cost, make this device accessible to a wide range of users.

    Analytical Review of the Market for Household Electricity Meters’ Primary Verification

    I have analyzed the market for the primary verification of household electricity meters and considered the organizations providing this service. According to the FSIS ARSHIN for 2021, a generalized rating of organizations — verifiers of electricity meters in terms of primary verification has been compiled. The results of the study allowed me to formulate some conclusions. So, in terms of import substitution, such an important branch of instrumentation as household electricity meters today is practically independent of imports. The considered sphere of instrumentation has an established structure and pronounced leaders. At the same time, there are signs of monopolization in the industry, as the top three control 85 % of the market. There is a growing tendency to transfer primary verification work to regional state metrology centers, as well as to create their own services for primary verification. Unfortunately, the introduction of new types of measuring instruments has slowed down, compared to the early 2000s, their number has halved.
