    We believe that at present organizations, including innovative and high-tech industries, need to develop and improve professional standards in the field of technical regulation, standardization and metrology. It is necessary to develop methodological approaches for a substantive analysis of labor functions and job descriptions, and not just the positions and professions of employees of organizations subordinate to Rosstandart. It is required to analyze them for compliance with current professional standards in the sphere of Rosstandart’s activity, taking into account promising professional standards of the Commission for Standardization, Metrology and Conformity Assessment of the Council for Professional Qualifications in Mechanical Engineering. When developing new or updating existing federal state educational standards and approximate basic educational programs, it is necessary to combine them with professional standards.

    Digital Technologies in the Products Conformity Assessment

    We reviewed the practice and results of the use of digital technologies in the products conformity assessment work. We paid special attention to the work of accredited product certification bodies, a prerequisite for the functioning of which is the access to personal accounts of the CB provided by the Federal Accreditation Service. We believe that now the Federal State Agency for Financial Markets and Rosaccreditation has provided a digital transformation of activities in the field of product conformity assessment and continues to consistently expand the range of services and electronic services for operating systems based on the use of modern information and communication technologies. We believe that the electronic interaction of participants in the national accreditation system helps to eliminate the appearance on the consumer market of dangerous, falsified and counterfeit products that have not undergone the procedure for mandatory confirmation of compliance.

    The article deals with the development of the classification system of secondary construction resources (SCR), as one of the factors that determine the direction to improve the efficiency of their processing. Due to the complexity of the construction waste recycling process, the classification of SCR is considered taking into account a number of additional features that ensure the accounting of possible solutions for the collection, sorting, transportation and processing of construction waste, as well as the harmful effects on the environment and the population. We propose an approach to the classification of SCR, by the type of components of economic and environmental effect, reflecting the interaction and interrelationship of all its constituent elements, focused on their further use with maximum efficiency. On the basis of this classification, it is possible to develop the main directions and the program of complex processing of SCR, at the enterprises of the construction industry and in the regions, designed for the long term.

    We have seen that the peculiarity of the work of textile enterprises in market conditions is the transition to a custom-made form of production organization. Work on government contracts to reduce the dependence of the domestic economy on imports can become more effective by enlarging their size. This allows the company to organize large-scale production, improve stability, and use resources more efficient. At the same time, the relevance of accurate calculation, adherence to deadlines for fulfilling an order, and assessing the risks of their violation is increasing. Thus, the execution of contracts requires industrial enterprises to ensure the timing, completeness and cost parameters of order fulfillment. Therefore, modification and reengineering of the indicators system of production and production management organization up to the reorganization of the entire enterprise is required.

    Design and Implementation of the Industrial Enterprise Quality Management System

    We examined the design and implementation of a quality management system in a specific Irkutsk company — Siberian factory of thermal insulation. The subject of the study was the modeling of design processes and the implementation of the quality management system of an industrial enterprise. During the study, we used regulatory documents for quality management GOST R ISO 9001 and the principles of Lean production — six sigma. We have formed and studied the diagram of changes processes, a network schedule and a schedule, the distribution of roles and responsibilities in the design and implementation process. QMS design and implementation processes in the field of design, products production and management of reporting documents were described. Performance indicators were shown while the results of the study.

    Installation for Determining the Thermal Parameters of Polymeric Materials Thin Layers

    I have examined the operation of a heat meter to determine the thermal resistance and thermal conductivity of thin layers of polymeric materials. In the study of the installation, the values of the thermal conductivity of thin layers of various materials were obtained: adhesive tape, rubber, silicone, cardboard, and a water-soluble film. The measurements were performed at a temperature difference between the heater and the heat sink equal to 7.00 ± 0.02 K ° with heat flux densities in the range from 750 to 1000 W / m2. The results obtained are mainly consistent with the known data on the thermal conductivity of the studied materials within no more than ± 5%.
