    Monitoring and Evaluation of Scientific and Technological Achievements

    We have examined the role of monitoring scientific and technological achievements in the innovative development of the country’s economy, and also have described the stages of development of the organizational framework for monitoring and evaluating the achievements of domestic science. In the article we have proposed a scientific and methodological approach to the military-technical assessment of the academic and university sectors of science achievements, as well as industry, providing for the combined use of the expert competence assessment methodology, the T. Saaty hierarchy analysis method and the multicriteria stream ranking method. We believe that this approach makes it possible to select achievements from the set of results of scientific research and technological developments using the proposed set of indicators. Achievements, that have the greatest potential for use in the creation of promising, including non-traditional, types of weapons, military and special equipment, as well as for countering information, psychological, cybernetic and other threats to the security of the Russian Federation. We have tested the proposed approach, which confirmed its efficiency and the adequacy of the indicators used for the assessment.

    Competencies Formation of Software Quality Management in Higher Education Institutions

    We considered the importance of an integrated approach to the development of technologies and testing tools by students of KSPEU in the framework of project activities for software development. The need for multilevel mastering of quality management competencies and software testing from simple to complex was also studied. We believe that testing and documenting the software development process are key aspects of creating quality software. The approach applied at KSPEU to the training of IT specialists in terms of the competence of quality management and software testing allows students to understand the need to develop high-quality software, knowledge of the means and methods for achieving this, acquire skills in testing tools, and collective responsibility for the work performed. Multilevel training in mastering the competencies of quality management and software testing allows graduates to acquire and consolidate the skills of creating a high-quality software product and writing tests.

    Organization of Monitoring of Petrochemical Industries Processes

    I considered the actual problem of organizing monitoring and control of the main and auxiliary processes of petrochemical industries using the example of the petrochemical complex of the Republic of Tatarstan. The purpose of the article is to develop a monitoring concept and a system of indicators that characterize the course of production processes at an enterprise. As the main research methods, I used a systematic approach to the formation of a conceptual structure for monitoring production processes. To achieve this goal, the article proposes a schematic diagram of monitoring the main and auxiliary processes of petrochemical industries, taking into account the input and output parameters. Systems of indicators of material and non-material resources at the entrance to production, parameters of production and value added at the exit have been developed. In my opinion, the scientific contribution of the author lies in the definition and substantiation of the structure and elements of monitoring of the main and auxiliary processes, which are key to increasing the resource efficiency of petrochemical industries.

    Directions for Improving Business Processes’ Efficiency in the Petrochemical Industry

    In the given article, I have studied the issues of digitalization, which occupy one of the key positions in the field of improving the efficiency of industrial enterprises. Successful digital transformation of the industry depends on the modernization of business models. The main stages of the transformation of business processes in the context of Industry 4.0 are identified. I have proposed various measures, the implementation of which will ensure the effectiveness of business process management. It is revealed, that one of the main issues of evaluating the effectiveness of a business process is its measurement, which requires the use of various key performance indicators. They, in turn, should be based on certain principles.

    Normalization of the Generalized Indicator and Level of Sea Beaches Quality Services

    This article is a continuation of my research published in works [1–3]. Here, I have described the mechanism for standardizing the generalized indicator and quality level of the services of sea beaches. It is based on the theory of fuzzy sets. I have also substantiated the choice of a mathematical apparatus based on fuzzy information. The beaches of the city of Sevastopol are the object of my research. With the help of the above analytical expressions, I have determined the base and limit values of the generalized indicator of the quality and quality level of services of the Sevastopol sea beaches and established the gradation of the quality level values. The proposed approach makes it possible to obtain standardized values of complex indicators of services quality of sea beaches. The implementation of the presented methodology for assessing the quality of services at sea beaches will make it possible to obtain an actual assessment of these quality indicators, which will be the basis for a comparative assessment of the quality of services at sea beaches of Sevastopol.

    On the Basics of Health Protection for RF Citizens

    We have examined the most important legal and by-laws aimed at strengthening the national security of the country, protecting its citizens from various crisis situations, including the lack of high-quality and affordable medicines, food and educational provision. We believe that a significant part of legislative acts, state programs, decrees and departmental decisions are not being implemented due to the non-core educational preparedness of the executors, insufficient funding, and irrational use of allocated funds. The world is experiencing a pandemic today. In our opinion, the fight against it will be won by countries that have professionally trained healthcare, modern medicines and food supplies. The decisive role in ensuring the national security of the population is played by the quality of domestic legislation and the obligation to comply with it. It is necessary to comply with the norms of food, drug and educational security as the basis of national security. To eliminate the main shortcomings of the system outlined in the article, we have offered some recommendations.

    Analysis of Opportunities for Recycling Carbon- containing Waste of Aluminium Production

    In the given article, we have assessed the opportunities for recycling and utilising of carbon-containing waste of aluminium production (containing 20–85 % of carbon). We have demonstrated such options as extraction of valuable components (including carbon as a fuel); application as sorbents and reductants and additives in the production of cement. Several advantages of the analysed solutions have been emphasised. It is the enhancement of the main production process efficiency and its environmental performance, reduction of waste management and disposal costs, exclusion of irrevocable losses of carbon and fluorine-containing products. We have underlined the prospects for considering patented technologies for review of reference documents on Best Available Techniques.
