Heuristic Modeling of the Ensuring Technological Sovereignty Problems
Authors: I.I. Antonova, PEI HE Timiryasov Kazan Innovative University (PEI HE Timiryasov KIU), Prof. Dr. (Ec.)V.A. Smirnov, PEI HE Timiryasov KIU, Prof. Dr. (Tech.)Yu.A. Repina, PEI HE Timiryasov KIU, Assoc. Prof. PhD (Soc.)A.T. Khadieva, PEI HE Timiryasov KIU, PhD (Ec.)The issue of import substitution, which Russia has never worried about before, has become quite acute in recent years. Due to the special military operation conducted by our state, a number of countries that have mutually cooperated and traded with us have imposed sanctions on imports, their products and technologies, which has created a threat to the livelihood of our domestic economy. In this regard, the Russian government has adopted a policy of import substitution, or technological sovereignty. In the article the concept of heuristic modeling of technological sovereignty is defined. The model, the stages of its development are shown and the algorithm of heuristic modeling in solving the tasks of achieving the goals of technological sovereignty is proposed.DOI: 10.24412/1993-8780-2025-3-05-09

On Metrological Support for the Food Industry Production
Authors: T.V. Savenkova, Research Institute of FSBEI HE Plekhanov Russian University of Economics, Prof. Dr. (Tech.)M.N. Kostyuchenko, FSASI Research Institute of the Bakery Industry, Assoc. Prof. PhD (Tech.)The article considers the specifics of the organization of the activities of technical committees for standardization in the field of the food industry. Standardization is an integral part of the technical regulation of the socio-economic sphere. The order in the various fields of activity of organizations increases the quality of the goods and services offered. The regulatory function of the state is feasible provided that new technologies are developed and implemented that comply with standardization documents. The application of organizational principles and rationing of food characteristics makes it possible to ensure the uniformity of measurements in order to control established (standardized) quality indicators.DOI: 10.24412/1993-8780-2025-3-10-13

Quality Management of Testing Laboratories in the Context of Digitalization
Authors: K.D. Skobelev, MIREA — Russian Technological University, skobelev@mirea.ruModern testing laboratories have a key role in the product quality management chain. The article deals with the issues of improving the quality management of testing laboratories in the context of digital transformation. It analyzes existing challenges related to risk management, process automation, and regulatory compliance. The study proposes adaptive Laboratory Information Management Systems (LIMS) that integrate with equipment and databases, ensuring enhanced testing accuracy, resource optimization, and reduced human factor impact. The proposed implementation strategy includes process analysis, system design, validation, and staff training. The findings highlight the benefits of digital tools in improving efficiency, minimizing risks, and ensuring compliance with modern quality standards.DOI: 10.24412/1993-8780-2025-3-14-18

System Life Cycle Management Tool: Digital Product Passport
Authors: D.K. Shcheglov, JSC North-Western Regional Center of the Concern VKO Almaz-Antey — Obukhov Plant, Assoc. Prof. PhD (Tech.), Honorary Mechanical Engineer, _dk@bk.ruThe approach to the development and implementation of a digital passport for engineering products in the operations of Russian high-tech industrial enterprises is considered. This is due to the fact that in conditions of increased complexity and level of automation of technical systems against the background of restrictions and instability of supplies of components necessary for the creation of such systems of foreign production, the applied methods of information support for the product life cycle do not provide complete and timely information about specific products — their composition and structure, the composite materials used and the electronic database. The implementation of the proposed recommendations will provide an effective tool for rapid access to complete and reliable information about complex high-tech products at all stages of their life cycle.DOI: 10.24412/1993-8780-2025-3-19-26

On the Office Building Development Project Efficiency in Conditions of Uncertainty
Authors: E.A. Bogomazov, FSAEI HE Peter the Great St. Petersburg Polytechnic University, evgeny.bogomazov5@yandex.ruP.V. Soldatenko, FSAEI HE Samara State University of Economics, psoldatenko@mail.ruThe article considers the decision-making model to ensure the effectiveness of the development project of an office building. It has been shown that in conditions of increased economic volatility, it is advisable to use the assumption of complete uncertainty of the economic situation when analyzing the results of projects of this type. A feature of the proposed model is the justification of the values of the effectiveness indicators of the analyzed project based on the use of the maximin criterion (Wald V-test). As indicators of project efficiency, it is proposed to use net discounted income and the payback period of the project, taking into account the discount. The application of the proposed procedure is illustrated by a calculation example.DOI: 10.24412/1993-8780-2025-27-34

Food Safety Management System at Wineries
Authors: M.N. Belaya, FSAEI HE Sevastopol State University (FSAEI HE SevSU), Assoc. Prof. PhD (Tech.), belaya_079@mail.ruM. Korshunova, FSAEI HE SevSU, marinapivtorac@mail.ruSince 2018, the priority project Terroir Sevastopol has been implemented in Sevastopol, which provides for the creation of at least 20 independent wineries, most of which are planning or already providing tasting menus and catering services as part of the development of wine tourism. The authors of the article divide the participants of the project according to the objects of their activity: having a winery or factory, a tasting room and a restaurant. The article discusses the need to implement a food safety management system at wineries. The risks associated with wine production are analysed, key elements of the system, such as hazard analysis and critical control points, management of suppliers and monitoring of production processes, are described.DOI: 10.24412/1993-8780-2025-3-35-39

Certification of Workplaces for Compliance with the Сriteria of the 5S System: Process Approach
Authors: A.I .Minakhmetov, FSBEI HE Tupolev Kazan National Research Technical University — KAI (FSBEI HE KNRTU — KAI), minakhmetovaidar@gmail.comI.V. Moreva, FSBEI HE KNRTU — KAI, PhD (Tech.), moreva70@mail.ruThe 5S system, as a Lean production tool, is aimed at improving the efficiency of the workplace organization. The article presents the theoretical foundations of the method, describes the process of its implementation based on data from the Kazan engine- building production association. The practical aspects of the 5S application using the IDEF0 methodology and the RACI matrix reflecting the algorithm of workplace certification are presented. The use of the 5S system in a production environment confirms, in our opinion, the successful use of Lean production tools to achieve the strategic goals of the organization and, in the result, allows to achieve high standards of quality and productivity.DOI: 10.24412/1993-8780-2025-3-40-46
