    Methodology for Assessing the Fundamental & Applied Research Results Novelty Level

    We believe that the existing scientific and methodological approaches and methods do not allow a comprehensive assessment of the novelty level of the fundamental and applied research results obtained by military-industrial complex organizations and higher education. In this regard, we have developed and offer an improved methodology for assessing the novelty level of the fundamental and applied research (innovations) results in the interests of their implementation in weapons, military and special equipment models. The new technique allows increasing the accuracy taking into account the elements of results’ novelty by introducing a greater number of gradations of novelty, as well as the use of a nonlinear verbal-numerical scale for their assessment. It structures the analyzed sources of information in accordance with their importance; improves the assessment procedure; formalizes the procedure for describing the results for presentation to experts by introducing a unified form of this description.

    On the Improvement of Interaction Between the Members of the State Defense Order System

    Import substitution in our country is implemented with the active participation of the state, including through the mechanism of state defense order, it’s known. This process effectiveness largely depends on the quality of interaction between participants in the state defense order system. In this regard, we formulated recommendations for improving this interaction. Set of our developed measures will allow us to avoid overpricing military and military equipment and to more effectively comply with the interests of the state, we believe. Proposed costing methodology will provide a unified legal framework for determining the cost of production supplied by second suppliers within the framework of the state defense order. The use by suppliers and customers of a unified approach to pricing will limit the multiplicative increase in the cost of the electronic component base caused by the repeated purchase of products by suppliers.

    Promising Power Generating Systems

    In my study of promising energy-generating systems, I considered biosimilar environmental technologies as the most preferable in the modern world. The energy industry, which is the basis of human activity all spheres, not only allows improving production and domestic processes, but also improves itself. Along with the use of traditional energy resources and methods of their transformation or transformation from one to another type or condition, to increase energy efficiency and the level of resource conservation and environmental protection, the most promising is the use of nature-friendly technologies based on advanced thermodynamic processes. It make it possible to economically, environmentally and competitively solve the whole range of industrial, technical, commercial and communal problems of modern society, which lives densely in megacities and worries about the environment and its own security. At the same time, requirements for comfortable living, ergonomics and the level of process automation are constantly increasing. These trends are evident in all segments of the energy and utilities sectors.

    International Standards Application is the Basis for Removing Technical Barriers

    We have conducted an analysis of the practical implementation of the International Organization for Standardization (ISO) goals, having examined one of the aspects of its work. We have analyzed ways to promote progressive ideas and experience, reflected in the standards and other normative documents of ISO members, in order to remove technical barriers to trade. In this vein, we examined the activities of the British Standards Institute, the UK’s national standardization body. We have monitored the implementation of the International Organization for Standardization goals, how advanced standards, created based on the national authority of one ISO member, become part of the national standardization system of another member state. The creation of such a barrier-free environment based on international standardization is the key to the movement of scientific and technological progress and the solution of new research problems.

    Enterprises Foreign Economic Activity

    We have investigated the concept of finance of the foreign economic activity of the state, enterprises and their relationship in the country’s economy management. We believe that this topic is very relevant due to the fact that the development of foreign economic activity today is characterized by certain features: the rights of branch departments and ministries, associations and enterprises to enter the international market are expanding; the number of foreign trade participants is growing in the country; the regulatory and legal framework in this area has been formed and is being improved. The subject of the article is to show the features of domestic enterprises’ foreign economic activity formation for the national economy. Its purpose is to identify the essence and main characteristics of the enterprises’ foreign economic activity finance as an integral part and sources of state finances revenue for the international economic cooperation development.

    Regional Development Macroeconomic Model: Assessment of Investment Effectiveness in Innovation

    To develop an optimal managerial solution, we have developed a mathematical model of the optimal ratio of investments in technological, organizational and managerial innovations. It allows us to maximize the effectiveness of these investments. In search of the optimal ratio of investments, we came to the following conclusions. The functions of the marginal investment return efficiency in innovation are decreasing. It means that each additional investment ruble brings a smaller increase in GRP than the previous one. The effect of returns to scale is also diminishing. The optimal ratio of investment in organizational, managerial and technological innovation is 1 to 7. That is, one ruble of investment in Lean production (or another management innovation concept) should account for seven rubles in technological innovation: modernization of production, new technologies, etc.

    Improvement of Information Exchange with Equipment Manufacturers

    The problem of improving the quality of equipment used at hazardous production facilities of oil pipeline transportation is relevant both for organizations operating oil pipelines and equipment manufacturers. A significant number of accidents, incidents at the facilities of the pipeline transport of oil is associated with insufficient control or lack thereof during the selection of equipment intended for use at these facilities. In this regard, information on the regulatory requirements of oil pumping companies for the quality of equipment should be brought to the manufacturers in the simplest and most convenient way. Ample opportunities for the implementation of this task open up modern digital technologies, programming and automation. Ensuring a systematic approach to continuous improvement of conformity assessment processes, including information exchange procedures with equipment manufacturers, is an important component of the successful development of oil pipeline transport. This article will be useful to employees of oil and gas companies, as well as other industrial enterprises that carry out conformity assessment of the equipment used as a guide for making decisions when introducing or upgrading the equipment conformity assessment system.

    Features of Water Resources Use in the Manufacturing Industry

    In the context of industrial development, there is an acute problem of water use intensification, water consumption and depletion of water resources. They serve as an integral resource of the petrochemical industry and are used for technological purposes, as raw materials for chemical production, and also as a coolant and refrigerant. I examined the trends in water consumption by manufacturing industries and clarified the semantic aspect of concepts in the framework of the water resources use by Russian industrial enterprises. In the article, I talked about the features and methods of water supply in manufacturing enterprises, including petrochemical industries, and gave the basic methods for treating recycled water in the petrochemical industry. I believe that today the most acceptable way is to use a circulating water supply system, which allows to reduce the high content of contaminants in the circulating water.

    Self-regulatory Organizations in Beekeeping Farms

    We examined the current state of beekeeping in Russia, identified and analyzed the most significant problems that this sector of agriculture faces today. We talked about the principles of creating self-regulatory organizations and noted the advisability of introducing this progressive way of developing good business in the practice of combining numerous beekeeping farms aimed at strengthening organizational, scientific, technical and material private-state partnerships in the industry. Only the unification of fragmented beekeeping farms into professional self-regulatory associations (as the most effective structure of progressive public-private partnership) can protect farms. This will provide them with vital tools (management, planning, security, lending, scientific, technical, legal support, etc.), all that one or several individual households cannot afford.

    The Role of Fundamental Science in Ensuring the Russian Federation Defense and Security

    We conducted a retrospective analysis of the fundamental science contribution to the defense and security of the Russian Federation. We have showed the stages of formation of the defense organization system of fundamental, forecasting and exploratory research, as well as highlighted some problems. Unfortunately, today the funding for such studies in the framework of state programs is carried out on a residual basis. This leads to the use of a defense scientific backlog for filling holes in the most problematic areas of the development of weapons and military equipment, and the long-term development of promising and unconventional samples from a systemic point of view is not actually considered. We hope that the potential of domestic fundamental science in the interests of defense and ensuring security will be in demand, that will allow Russia to have the most modern weapons and military hardware, not inferior to or even superior to foreign analogues.

    Mathematical Model for Determining Best Available Techniques

    A mathematical model for determining Best Available Techniques is proposed. It is underlined that technologies are being modernized in accordance with an ideal, characterized by the complete transformation of resources into the useful product without any emissions. While approaching the ideal parameters, modernization costs increase dramatically, we are shown. It is suggested applying the proposed model for determining Best Available Techniques for the purposes of working out and reviewing reference documents. The concept if Best Available Techniques was initially proposed as an environmental category and a part of the environmental conservation policy. Gradually, the BAT concept began to be used rather as a part of the industrial policy to stimulate investments in the technological modernization. This is proved by more than forty years of the practical implementation of BAT around the world.

    EAEU Mineral Fertilizers Circulation Control & Supervision: Legislation Features

    We have studied the legislation of Russia in the control and supervision field over the circulation of mineral fertilizers. Also we have studied the legislation of other countries — members of the Eurasian Economic Union (EAEU) in the same field. In the course of the study we have identified the specific features of the EAEU member states laws on the organization of state control and supervision over compliance with mandatory product requirements. The study showed the possibility of forming common approaches to the exercise of powers to control and supervise in the field of handling mineral fertilizers in compliance with the mandatory requirements established by the EAEU TR 039/2016. Based on the results obtained, the principles of the state authorized bodies control and supervisory functions over the observance of legislation on the EAEU market mineral fertilizers circulation can be determined common to all member countries of the Union. In conclusion, general principles of control and supervisory functions for all EAEU member countries can be developed.

    Studies of Structural Materials Thermal Conductivity Temperature Dependence

    We examined the measurement method and method, which allows one to determine the thermal conductivity of existing and newly created composite materials used in superconducting magnetic and other objects of cryogenic technology. We gave the results of studies of the thermal conductivity temperature dependence of promising new materials based on compounds of gadolinium, boron, carbon nanotubes, PEEK in the range from 7 to 298 K. The results obtained will serve as the basis for the manufacturing technology development for new composite materials in the design of superconducting magnets and other objects of cryogenic technology with specified values of thermal conductivity and the nature of its temperature dependence in the cryogenic temperature range. The measuring installation allows for incoming control of compliance of data on the thermal conductivity of materials from manufacturers, its actual values.
