    Digital Transformation of Education. Project Management Systems

    The article examines and analyzes the issue of the digital transformation of education in Russia, the need to develop sustainable digital maturity among teachers and students through the use of modern digital technologies (platforms and tools) as active assistant tools in the management of a professional educational project. A brief overview of modern digital platforms and tools (Bitrix24, A2B, Miro, Asana, YouGile, YouTrack, etc.) for managing a professional educational project in the context of digital transformation is provided. The educational survey was conducted and summarized on the basis of Yandex Forms. Proposals and recommendations for improving the management system of a professional educational project in the context of the digital transformation of education are formulated.

    Smart Transport as a Means of Improving the Quality of Citizens Life

    To begin with, the authors of the article draw attention to the fact that the concentration of population in cities continues and it entails a deterioration of the environmental situation, the threat of increased crime, poverty of the population and other negative phenomena. In response to these challenges of the time, many initiatives have been developed in Russia and abroad to create and develop smart cities — a comfortable and safe living environment. The authors note that various researchers have made many attempts to analyze smart cities, but one of the most important areas of smart city activity is smart transportation. Through the introduction of digital technologies and advanced engineering solutions, the entire sphere of the city’s transport sector is being transformed.

    Are Institutes Always Effective in Pursuing Goals?

    The article discusses the problem of the ineffectiveness of formal institutions. Authors describe the main functions of institutions. They analyze the ineffectiveness problem using practical examples of (1) the development of publication activity of higher educational establishments and research organizations and (2) the development of the technological regulation in the field of environmental conservation. The article demonstrates that the ineffectiveness is primarily caused by the incorrect goal setting or incorrect understanding of the goals initially (while forming an institute) formulated. Authors suggest approaches to solving the problem, including (1) institutional monitoring of intermediate results of institutions achieving their goals; (2) consistent conjugation of strategic goals and soft (informal) institutions; (3) strengthening the interaction of actors and stakeholders involved in achieving the strategic goals established by the state.

    Instruments & Technologies for Managing the Development of High-Tech Projects

    The article focuses on the problems faced by state customers while managing space projects and programs. The integrated indicators assessment tools that can be used to assess technological availability of large technical systems are suggested on the basis of foreign practice study. The article notes that the approach of specialists from the European Space Agency to assess and control the transfer of space technologies for commercial use Technology Transfer Readiness Level (TTRL) may be of particular interest. While in normal practice, technologies determine readiness levels for primary use, TTRL takes into account that many ready-made space technologies must go through a number of more stages in order to be used for commercial purposes.

    A Model for Optimizing the Resource Efficiency of Mesoeconomical Production Systems

    This article explores the resource efficiency of production systems at the mesoeconomic level. A model has been developed for optimizing the resource efficiency of the mesoeconomic system, which is expressed in the total profit of its enterprises. A hypothesis has been put forward that the factor of resource efficiency is the structure of resource provision of an enterprise, which is determined by the share distribution of various categories of assets in the capital structure of enterprises of the mesoeconomic system. The dependence of resource efficiency on the average shares of asset categories is proposed to be determined by means of correlation and regression analysis. The resulting regression equation is the objective function of the optimization model. The optimization model is proposed to be built in the form of a linear programming problem in which it is necessary to form a system of constraints. In turn, the system of restrictions consists from a number of functions of the dependence of the relative performance indicators of financial and economic activities on the previously considered average shares of assets. The developed algorithm was tested on the example of Nizhnekamsk petrochemical cluster project, as a result of which a model for optimizing its resource efficiency was formed.

    Approach to a Machine-Building Enterprise Customized Production Planning

    The study considers a problem of developing such an approach to medium-term planning of job order mechanical engineering production, which allows to formalize and automate this process. I have presented the classification of the main factors of the enterprise’s internal environment according to their consideration in the mathematical formulation of the medium-term planning problem. In the article I have shown that the uncertainty in the planned processes is expedient to consider in reliance on historical statistical data from production. The conclusion about the applicability of the developed approach to planning for a wide range of machine-building enterprises engaged in job order-oriented production is made.

    Digitalization of Processes, Value Streams and Equipment Efficiency Analysis

    The author analyzes experience and potential of using the value stream mapping method in the digitalization of production processes and OEE analysis. The main problems associated with the applicability of existing approaches are considered. It is noted that the fundamental difference between traditional and digital types of visualization of processes is that graphical analysis can be performed by anyone, while digital analysis requires appropriate training in the field of data collection. In conclusion, the impact of digitization and retrieval of key data to determine correction actions is shown. Development is possible even with the digital data manual creation by employees using simple production management and maintenance functions (elements of Lean Production and TPM). A method for increasing their efficiency is proposed.

    Shaping the Trajectory of Public Services Digital Transformation

    The article examines the process of transformation of institutions of the quality infrastructure system: metrology, standardization and accreditation, according to the concept Quality 4.0, and emphasizes their role in ensuring a high level of quality in various fields of activity. The authors focus on the digital transformation of the institutions of the quality infrastructure system, for which federal executive authorities such as Rosstandart and Rosaccreditation are responsible in the Russian Federation. The article analyzes the strategic documents on digitalization of the Eurasian Economic Union and the Russian Federation, according to which the digital transformation of these federal bodies is taking place. The state information systems of Rosstandart and Rosaccreditation, which play a significant role in the implementation of the concept of Quality 4.0, are described. The work provides a look at the dynamics of the development of quality infrastructure in the context of modern challenges and strategic initiatives for digital transformation in Russia.

    The importance of technology for obtaining measurement information is noted in terms of amendments to the Constitution of the Russian Federation and the innovative development of the Arctic zones of the Russian Federation. We have substantiated the necessity of an integrated approach to the processes of measurement and transfer of units of quantities. The issues of transport logistics and the structure of metrological laboratories in the focal nature of development and extreme climatic conditions of the Arctic supporting zones are considered. We believe that moving measuring instruments and standards to distant residential settlements is impossible without helicopters. In addition, they can be used to create a real mobile laboratory of measuring equipment.
