Standardization in the Field of the Circular Economy: Analysis of Global Practice & Proposals for Development
Authors: T.S. Smirnova, Gubkin Russian State University of Oil and Gas (National Research University), FSAI Research Institute Environmental Industrial Policy Center (FSAI EIPC), PhD (Tech.), smirnova.ts@gubkin.ruO.V. Golub, FSAI EIPC, o.golub@eipc.centerDespite the fact that the сircular economy concept has started to develop several decades ago, there is still a lack of data on the tools for the concept practical implementation. Of course, there are certain well-researched aspects of the circular economy, such as ecodesign or labelling. However, such important elements as criteria, measurements, quality control, as well as methods and tools for the transition to the circular economy are not sufficiently disclosed in terms of standardization. The manuscript presents the results of a study of both developed and at various stages of development (or approval) of standards for the circular economy. Based on this study, the manuscript formulates proposals for the implementation of the principles of the circular economy in the standardization system of the Russian Federation, as well as possible ways for the development of a series of standards directly for the circular economy.DOI: 10.24412/1993-8780-2024-7-04-10

Authors: V.Yu. Korchak, Innovation Technology Center of FSBEI HE Bauman Moscow State Technical University, Russian Academy of Rocket and Artillery Sciences, Prof. Dr. (Ec.), korchak.v@mail.ruN.S. Efimova, FSBEI HE Moscow Aviation Institute (National Research University) (FSBEI HE MAI), Assoc. Prof. Dr. (Ec.)E.V. Surkova, FSBEI HE MAI, Assoc. Prof. PhD (Ec.)The essence of innovations and their importance for achieving major technological shifts in the domestic economy are shown. The forms of interaction between government, scientific, design, production and business structures in this field are proposed. The authors believe that in the context of increased global competition and the need for the country to enter a new stage of economic and social development, it is necessary to include the results of fundamental and exploratory research more widely in the innovation process, as well as to intensify work on strategic innovations. The authors consider these innovations as a tool for managing the process of gradual transition to high-tech industries. This is important in order to become a seller, not a buyer, of high- tech products on the global market in the future.DOI: 10.24412/1993-8780-2024-7-11-15

Import Substitution Program: Distributing Financing Between Enterprises
Authors: D.A. Parfenova, FSBEI HE Bauman Moscow State Technical University (FSBEI HE BMSTU), parfenovad@bmstu.ruA.E. Brom, FSBEI HE BMSTU, Dr. (Tech.), abrom@yandex.ruThe goal of implementing the import substitution program is to build new supply chains that ensure the production of final products with the required characteristics. The authors believe that the creation of efficient supply chains for the production of domestic products is hampered by the different technological state of enterprises and the imbalance of production capacities. A solution to the problem is the method of distribution of funds developed by the authors. It is based on determining, using the T. Saaty analysis method, the current technological state of the enterprises in four key blocks. This will make it possible to objectively assess the current technological state of the enterprises in question and determine the share of funds necessary for the normal functioning of the enterprise and the creation of products.DOI: 10.24412/1993-8780-2024-7-26-31

Methodology for Implementing Information Systems at Industrial Enterprises
Authors: E.S. Mandrakov, FSBEI HE Moscow Aviation Institute (National Research University) (FSBEI HE MAI), emandrakov@yandex.ruV.A. Vasil’ev, FSBEI HE MAI, Prof. Dr. (Tech.), vasiliev1952va@yandex.ruThe article discusses modern problems of automation of industrial enterprises. In order to modernize the automation process and the use of information systems at enterprises, a methodology for implementing information systems is proposed, which uses a model of the quality of the information system and is based on the experience of realization of automation projects. The developed methodology makes it possible to solve a number of complex issues both during the design and at the stage of completion of the project. Over the previous year, this approach has already been tested at two enterprises that have completed the implementation of corporate information systems, and is now being successfully used on three more large projects.DOI: 10.24412/1993-8780-2024-7-36-39

Conformity Decision-Making Rules Taking into Account Measurement Uncertainty
Authors: E.S. Shemelin, LLC Scientific and Production Center ROST, e.shemelin@gmail.comA.P. Chirkov, FSBEI HE Yaroslavl State Technical University, Dr. (Tech.), chirkovap@yandex.ruExisting domestic regulatory and methodological documents contain only recommendations on the use of the extended uncertainty interval in cases where the specified interval is completely in the zones of acceptable or unacceptable values, but we do not establish rules for making decisions on compliance in other cases. The results of the performed research can be used to update existing standardization documents establishing the procedure for conformity assessment, and to develop domestic recommendations on decision-making rules and conclusions on compliance with requirements. In the context of increasing attention to issues of technological development in the country, the proposed approach to decision-making in the implementation of conformity assessment procedures will contribute to increasing the competitiveness of domestic products.DOI: 10.24412/1993-8780-2024-7-40-45

Authors: A.S. Mironova, FSBEI HE Samara State Technical University (FSBEI HE SamSTU)K.D. Moskvichev, FSBEI HE SamSTUE.L. Moskvicheva, FSBEI HE SamSTU, Assoc. Prof. PhD (Tech.)N.B. Timofeeva, Samara Branch of FSAEI FVT Academy for Standardization, Metrology and Certification (Training), samara-asms@mail.ruOne of the urgent problems in the world is the digitalization of the process of obtaining measuring information, as well as its reliability. A large number of violations and defects in the work of the enterprise arise from the use of measuring instruments and the measuring results themselves, which exceeded the permissible error limits. This article discusses proposals for digitalizing the process of obtaining reliable measuring information. The proposed approach to verifying the reliability of measuring information and measuring instruments will improve quality and reduce operating costs. This result is achieved through the introduction of an IT platform based on a progressive method of measuring systems analysis. The MSA methodology opens up new possibilities in the use of metrological maintenance of measuring instruments.DOI: 10.24412/1993-8780-2024-7-46-49

Authors: A.F. Brodnikov, Novosibirsk Branch of FSAEI FVT Academy for Standardization, Metrology and Certification (Training), Assoc. Prof. PhD (Tech.), mainbox@asmsnsk.ruA.N. Safronov, Budker Institute of Nuclear Physics of Siberian Branch Russian Academy of Sciences (BINP SB RAS), A.N.Safronov@inp.nsk.suA.S. Vinokurov, BINP SB RAS, A.S.Vinokurov@inp.nsk.suWe have proposed a small-sized technical device. It represents the implementation of the solidification phase transition in replaceable miniature ampoules of reference points for the most popular temperature range from 0 to 200 °С. The conducted studies and the proposed methodology on the example of using a miniature ampoule of a sodium reference point indicate that it is possible to confidently determine the temperature of a liquid thermostat coolant, which allows to assign a more accurate temperature value to such a reference point in order to certify it as an unambiguous reference measure of temperature of the 1st category in accordance with the current verification scheme for temperature measuring instruments.DOI: 10.24412/1993-8780-2024-7-50-54
