    The Role of Standardization, Metrology and Certification in Ensuring of the Defense Products Quality

    Measures in the field of standardization, metrology and certification are important
    while ensuring product quality, I believe. For their successful implementation requires
    the fulfillment of two necessary conditions: the availability of modern scientific
    and methodological base and its continuous improvement, as well as the training
    of qualified specialists.
    Let me remind you that for fifty years an active participant in these processes is
    the Federal State Autonomous Educational Institution of Additional Professional
    Education Academy of Standardization, Metrology and Certification (training).
    I believe that the multifaceted activity of the Academy of Standardization, Metrology
    and Certification for five decades of its history deserves the highest appraisal.
    I congratulate its staff with a significant date, I wish further successes in the training
    of qualified personnel for various sectors of the national economy.

    Resourcing Science in Modern Russia

    We continue to analyze the current state of the RF scientific and innovative sphere.
    Earlier we investigated the trends in the development of the education system in
    Russia, the financing of its scientific and innovation sphere. Today’s our investigation
    is devoted to the analysis of the conditions of the domestic science functioning, its
    resource support.
    We have studied the statistical data that characterize the dynamics of organizations
    conducting research and development in our country, providing resources for domestic
    science: its frames, basic foundations of science, finances, and also compared the
    level of funding for research and development in the Russian Federation and abroad.
    The results of the research led us, in particular, to the conclusion that the organizations
    conducting research and development, especially in applied science and developmental
    design, in Russia is declining.

    Technical Regulations of Eurasians Economic Union 037/2016/EEU: a Step to Environment and Human Health Protection

    Introduction of Technical regulations of Eurasian Economic Union EAEU 037/2016
    since March 1, 2018 has set up new requirements to electrical and electronic product
    concerning limitation of harmful materials in their compositional design out and
    manufacturing.
    I examined the content, goals and objectives of the TR EAEU. The analysis of the
    main provisions of the document showed that this technical regulation introduces
    strict norms of the manufacturer direct responsibility for the use of hazardous
    substances in electrical and electronic product at the stage of their development
    and production, and the seller and importer for the release of products to the markets
    of the EAEC.
    I consider that the introduction of the TP EAEU 037/2016 prevents the end-user
    from contacting products with harmful substances, reduces the risks of employees
    engaged in both the manufacture of such products and the repeated use of materials
    used in its manufacture.

    Implementation of Risk Management in Organizations for Сonformity Assessment

    We proposed an algorithm for applying analysis and processing of risks for a
    particular process in our organization. This algorithm is used in the development,
    implementation and application of the quality management system for compliance with
    the requirements of GOST R ISO 9001–2015 and the formation of a risk management
    structure, including for testing and calibration processes. Its purpose is the initial
    systematization and understanding of the risk structure of a specific activity, which
    would allow further to move to more in-depth tools for risk assessment and monitoring,
    the formation of measures to manage them.
    The process risks were analyzed on the basis of the consolidated information on the
    specific process, identifying its essence, interrelations with other processes, negative
    and positive factors of the process.

    Monitoring System TAMI-trace for Test Results Verification

    In order to provide objective and timely information on documents sent to a single
    center for verification of the measuring instruments testing’s materials, we have
    developed a monitoring system TAMI-trace. In addition to the main function of
    providing information on the current status of the test materials verification, the
    system informs applicants about changes, accumulates and displays statistics on
    all performed and ongoing work. Also it provides background information on the
    procedure for testing measuring instruments and contact information about experts
    performing inspections.
    Thus, any test customer can, without the participation of the testing center, obtain
    information about the progress of the materials audit made by the expert’s comments.
    In addition, he can learn about the reaction for comments and time for this and will
    give an understanding of the time interval for obtaining of the type approval certificate.

    Increasing Enterprise Competitiveness by Management Methods from Various Management Industrial Systems

    We have analyzed the difference in the requirements of industrial management systems.
    It shown by example of ISO 22000:07 (food safety) and ISO/TS 16949:09 (QMS
    in automotive industry). It is advisable to apply tools and management methods from
    other industrial management systems for achievement of food industry enterprises
    competitiveness, we believe.
    So, it is good to use process flow mapping; FMEA techniques; management plans;
    compiling working instructions. It is desirable to compile management procedures
    as concisely as possible in a tabular form.
    For planning improvements, it’s useful, following the example of automakers, to
    develop a plan for managing the quality of food and monitor, for example, in assessing
    their quality by consumers, as well as their satisfaction with the service. Of course,
    all tools require adaptation to industrial conditions.

    Forecasting the Output Characteristics of Business Processes: Transfer Function Process

    I considered the issues of improving the effectiveness and the quality management
    systems effectiveness and their impact on the products quality and reliability. I propose
    a model that allows forecasting the future activities of enterprises. The considered
    scientific and technical approaches allow to increase the practical value of management
    systems.
    In conclusion, I (a) developed a model for predicting the output parameters
    of business processes, depending on the information on the output and input parameters
    of the process, and (b) showed the implementation of this model for the process
    of pressing a piece of polymer, and (c) proposed an algorithm for the development
    of a single electronic system of enterprise management, which is part of which should
    become models for forecasting the business indicators of the organization.

    On the Impact of the Organization’s Social Policy on the Quality of Life

    We examined the relationship of social policy and the quality of life, studied the scientific
    sources that investigated and analyzed this problem. We came to the conclusion that
    the performance indicators of companies using social programs are usually higher than
    those of companies that do not have social programs. Organizations that have realized
    the importance of social policy can improve their competitive advantages, reputation,
    ability to attract and retain workers, customers and customers, the morale, involvement
    and productivity of employees, the attitude of investors to themselves, relationships with
    other organizations and society as a whole. Due attention to social policy will ensure
    the sustainable development and well-being of the organization and society. The quality
    of people’s lives will change for the better, this is the main goal of social responsibility.

    Development of Innovative Technologies for Valve Manufacturing

    We examined the problem of import substitution based on the introduction
    of innovative technologies. We talked about new technologies for making largesized
    forgings for hull components of ball valves on simple hydraulic presses.
    It reduce the technological forces of punching and metal consumption, including
    forged centrifugally cast pipe billets. Using them will allow to introduce innovative
    punching technology by dropping quality forgings of ball stoppers on DN from
    500 to 1000 mm. Forged pipe billets can also be used for the manufacture of hollow
    rollers in installation of continuous casting of steel, which is constructed by Public
    Corporation VNIIMETMASH.
    We developed this technology in MSTU Stankin accordance the Strategy
    of Innovative Development of the Russian Federation until 2020.

    Alcohol as a National Security Agent

    We have analyzed cases of Russians mass poisonings when they use alcohol-containing
    liquids, not intended for drinking. I also examined the measures that the state takes to
    avoid such tragedies in the future. The craving for alcohol is not easy to exterminate,
    but the price of vodka can be reduced not only possible, but also necessary, I believe.
    This will be correct not only for consumers, but also for producers.
    Such a measure will make the production of counterfeit alcohol unprofitable
    and will bring a certain category of citizens to the idea that buying dubious alcoholcontaining
    goods with affordable popular vodka is inexpedient. Of course, one should
    also systematically propagate the sober way of life and culture of drinking. This is a
    company that works in the EAAIS system and grants a license to a pharmaceutical
    company for the manufacture of a medicinal product, after which it is authorized to use
    it for the production of biologically active substances.

    Department of Thermal Engineering Measurements

    On the eve of the 50th anniversary of the Academy of Standardization, Metrology
    and Certification (training), Alexandr Petrovich Lepyavko, head of the department
    introduce the readers to the work of its departments. Сhair of Thermal Engineering
    Measurements is one of the oldest departments in the Academy. Already half a century,
    we train specialists for most sectors of the country’s economy.
    Training sessions are conducted on a 108-hour program for three weeks with
    a separation from production. The educational process lasts from September to June.
    During this time, we train nine groups of students on the specialization Verification
    and calibration of thermotechnical measuring instruments — pressure, temperature and
    flow measurement means — and one group in November — specialization Verification
    and calibration of physicochemical and opticophysical means of composition and
    properties of substances.
