    Professional Standards for the Educational Programs’ Competencies Formation

    Currently, there is an active convergence of the education system and the sphere of work through the updating of the Federal State Educational Standards for Higher Education (FSES HE 3 ++), taking into account the relevant professional standards. In our opinion, when designing basic educational programs, the priority is the definition and formation of professional competencies that correlate with the labor functions of specialists of certain qualification levels. We have considered the problems of introducing a new generation educational standard into the system of higher education on the example of training bachelors in the direction of Standardization and metrology. The basic requirements for educational programs according to FSES 3++ are described. A list of professional standards for the development of a bachelor’s program has been proposed. The main professional competencies of graduates are formulated in accordance with the generalized labor functions of professional standards. The peculiarities of the preparation of students in the direction of 27.03.01 at the D.I. Mendeleev university. The advantages of training specialists according to new standards are shown.

    Resource and Environmental Efficiency of Aluminum Production Based on the BAT Principles

    The Best Available Techniques concept is the main tool for modernizing the industry under the modern economic conditions. We have considered the goals of introducing the BAT in the production of aluminum, one of the most important sectors of the Russian economy. The aluminum industry implements BAT by means of improving the basic production technology (electrolysis). Thus, the transition to Best Available Techniques is achieved by enhancing production resource efficiency, which complies with the fundamental BAT concept principles. The BAT concept criteria make it possible to separate modern technologies from non- modern ones, and to form plans for the modernization of enterprises that meet the requirements established in various areas of regulation. As a part of the global energy transition, aluminum production has a strong impact on various sectors of the economy. It is one of the most important metals, the role of which will increase as we move towards a sustainable low-carbon economy.

    Distribution Density of the Random Process Derivative Probability

    The article proposes a method (procedure) for obtaining the probability distribution density function (PDDF) of the derivative of a differentiable stationary (or pseudo- stationary) random process with a known one-dimensional PDDF of this process. We have shown that the proposed procedure, up to a proportionality factor, coincides with the quantum mechanical transition from the coordinate to the momentum representation of the state of an elementary particle. An assumption that the ratio of the reduced Planck’s constant to the mass of an elementary particle can be expressed through the ratio of the averaged characteristics of a stationary random process in which this particle participates was made based on a detailed analysis of the differentiable random process properties. At the same time, the procedure proposed in the article is suitable for obtaining the PDDF of the derivative of a differentiable stationary (or pseudo-stationary) random process of any scale. We believe that the results obtained in this article are applicable in various branches of statistical physics, in particular, in the study of the properties of rough surfaces.

    Digital Transformation of Quality Control Methods and Tools

    In the article we have described the digitalization of methods and means of quality control, which takes place in the era of the fourth industrial revolution. It originated in Germany back in 2011, and further, Industry 4.0 begins to be implemented in other developed countries. Herewith, the concept of each of these countries includes four areas with a specific theme: RAMI 4, Industrie 4.0 component, value chains, bilateral cooperation. Industry 4.0 is also being implemented in Russia. We have presented a step-by-step way of implementing the concept and described the results of the work carried out within the framework of the industrial revolution, announced at the Moscow International Engineering Forum 21. We have described the branch Industry 4.0, which contains the topic of quality control methods and means transformation, that is Quality 4.0, an innovative concept of quality process management within the fourth industrial revolution.

    Team Education as a Quality Improvement Factor

    Today, cooperation is becoming a necessary condition for the success of any kind of activity. For a company to become successful, all its employees must feel responsible for the result, be aware of their involvement in the success of the product. This awareness is much more effectively achieved through a teamwork. I reviewed the basic principles and methods of team building, the criteria for the quality of a company’s goods or services, as well as the basic principles of quality management: customer focus, leadership, employee involvement, process approach, continuous improvement, evidence-based decision-making, relationship management. Quality improvement begins with the individual level, improving intra-team relationships through personality. Team building is able to ensure the maximum realization of the labor potential of each employee in a particular area. Therefore, it can rightfully be considered a serious investment in the success of a company operating in modern conditions and aimed at high-quality, highly productive work.

    Final Control: Influence of the Product Quality Index on the Risks of Making Erroneous Decisions

    Methods for measuring product quality control should ensure that the risks of making erroneous decisions are small enough. These risks are indicators of the reliability of control. They depend on many factors: measurement accuracy, number of controlled parameters, including product quality. We considered the dependence of these risks on the quality of products entering the control (which is characterized by a quality index). The quality index is determined by the ratio of the tolerance for controlled parameters to the standard deviation of the parameters. The article presents the results of a study of the influence of the quality index of products and measurement uncertainty on the risks of the customer and the manufacturer. It has been shown that with an increase in the quality of products, these risks are significantly reduced, and the likelihood of missing a defective product increases. In the calculations, a measurement error model was used in the form of a uniformly distributed random variable. The study was carried out by the method of simulation (Monte Carlo).

    Today, tourists with disabilities are becoming an increasingly important segment of consumers in the tourism services market, and the task of adapting it to the requirements of this particular category of customers is becoming natural and relevant. An important condition for the success of such adaptation is the introduction of digital technologies. The digital service significantly expands the accessible environment for persons with disabilities in the context of the development of inclusive (accessible) tourism. We analyzed digital technologies integrated into inclusive tourism, gave examples of the use of digital technologies in domestic and international accessible tourism. We believe that the introduction of digital technologies in inclusive tourism is one of the priority and most important digital solutions when creating an accessible environment in the hospitality industry. The new industrial revolution is based on the promotion of a system of sustainable connections between participants in the digital format in the tourism industry, thereby expanding the horizons of affordable tourism.

    Project Portfolio Formation: Definition and Analysis of the Parent Organization Goals

    The main topic of the work is the study of the impact of the goals of the subjects of the internal contour on the formation of the parent company’s projects portfolio. I have shown that improving the quality of the pre-project analysis of objectives of the internal contour subjects of the parent company’s project portfolio formation and timely identification of conflict situations have a significant impact on the effectiveness of its formation. Qualitative and quantitative goals of subjects were defined and systematized, their mathematical description was developed and presented. In addition, an analysis of goals was carried out and typical conflict situations arising during the formation of a portfolio of projects were identified and an organizational approach to resolving the identified conflicts was proposed. The relevance of the study is determined by the reduction of uncertainty in the formation of a portfolio of projects, the increase in the efficiency of the analysis of technical and economic parameters, the timeliness and accuracy of the planning of production processes of the parent enterprise and cooperative enterprises. The identification and resolution of conflict situations can become decisive factors in the competition.

    Medical Organization in a Pandemic. Applied ISO 9000 Series Standards

    In the context of the pandemic, the role of healthcare institutions in ensuring sanitary and epidemiological safety has sharply increased. In this regard, we have analyzed the basics of quality management, as well as the legal regulation of the quality of medical activities. Given the impact of the constantly changing external environment in the context of the coronavirus pandemic, we recommend that medical institutions apply the universal requirements of GOST R ISO 9004–2010 A quality management approach. It provides guidance on the continuous improvement of the overall performance of the organization. In the Tyumen region, a project has been developed and adopted to create and replicate a new model of a medical organization, aimed at improving the efficiency and quality of services provided. To date, 37 polyclinics — 16 children’s, 7 children- adults, 14 adults — are participating in the project. The practice of implementing this project was considered on the example of the Tyumen regional, clinical, hospital N 2.

    Review of Test Methods for Non-Recoverable Units and Parts of Refrigeration Machines

    The paper considers an overview of tests of refrigerating machines, their units and parts, and also contains basic instructions and recommendations for organizing and conducting reliability tests. It is known that the number of tested products and the time of their testing depends on the law of distribution of the operating time to failure; confidence level and definition of the indicator and the relative accuracy of its determination. The work also confirms the thesis that if the product is intended to operate in several modes, then the tests are carried out in the most severe mode from the point of view of the mechanical effects on the elements of the product. The conclusions show that the restoration of the operability of the failed nodes should be carried out immediately upon detection of a failure.
