    Problems of Effective Functioning of the Quality System

    The current problems of the management systems audits, as well as approaches to the implementation of continuous assessment of the organization quality management system are considered. There is a stable demand for voluntary certification of management systems by most organizations around the world as an important tool that ensures confidence in the quality of products or services in conditions of free competition. The directions of overcoming shortcomings with the help of continuous assessment of the organization quality management system using modern digital technologies are proposed. The concept of such an approach is defined and a number of sequential steps are given, distributed by stages. So, in addition to the list of key requirements, a list of indicators is formed by which it is possible to evaluate the effectiveness of the selected set of functions and the system being developed as a whole.

    Practical Problem Solving Tool in an Engineering Enterprise

    We have studied the methodology of deploying practical solutions to problems using the example of the experimental design bureau. Based on the knowledge gained, we have proposed a sequence of stages for the deployment of practical problem solving based on the approbation of pilot projects for the development of a practical problem solving tool. We have analyzed the feedback received from the pilot projects and formulated recommendations for the PPS methodology. Thus, poor training of curators – leading PPSs, a lack of a culture of working with errors in design bureaus, a lack of a base for accumulating experience, as well as non-systematic feedback from the customer were revealed. Based on the data obtained, a new team was formed with the involvement of external consultants, additional resources were allocated for training and knowledge management processes, standards for mastering the tool for practical problem solving in design bureaus were revised, resources were allocated for the formation of continuous internal and external feedback.

    Market of Alternative Ways оf Attracting Financing: Investment Platforms

    Having analyzed the world experience, as well as economic, legislative and other aspects, we considered the development of investment platforms in the Russian Federation. According to the data of the Bank of Russia on the volume of the investment market through information platforms, over the past few years there has been a significant increase in the market volume in this part of the FinTech industry. In Russia, according to the Central Bank, the volume of transactions concluded using information platforms reached 11 billion rubles (for 2019). Interestingly, Planeta.ru is considered the most popular crowdfunding platform in Russia, although it is not included in the official register and according to its documents is not an investment platform. We have considered various types of crowdfunding and its varieties — crowdlending and crowdinvesting. And we determined that crowdlending leads in the total amount of funds raised using investment platforms. The analysis of the factors affecting the quality and quantity of private investments in the economy allows us to conclude about a special innovative trend in the global and Russian market in a post-industrial society.

    Evaluation of the University Research Activities’ Quality Level

    How to assess the quality of research activities of a higher educational institution? The issue is urgent, difficult, and requires a systematic approach. We consider it based on the key research methods. And we evaluate the quality of planning and management of performance results on the example of scientific structural units of the university. There are various ways to evaluate quality. We chose the one where the integral indicator is used. The formula takes into account many factors: (a) the number and impact of the department’s scientific publications, (b) the volume and sources of research funding, (c) the development and implementation of innovative projects. Based on their significance and contribution to the overall productivity of the unit, an integral coefficient is considered. It will be a numerical measure of the quality level of the department’s work. We also offer a standard model for managing the results of scientific departments. The main thing that is required is a combination of strategic planning, clear allocation of resources, performance measurement, continuous improvement. In scientific work, it is important to be able to predict the timing of the implementation of innovative projects. The methodology proposed by us, covering the entire life cycle of the project, will help to calculate the required time correctly.

    Modular Approach to Supply Chain Management

    The modern market dictates the need for automated supply chain management as the most effective tool for increasing company profits and product competitiveness. Requirements for supply chain security is the main objective of the international standard GOST R ISO 28000–2019. We have analyzed the features, methods, and stages of building a supply management system to form an effective chain with carefully planned management. They pointed out the important role of information support, which is necessary for high-quality interaction of all participants in the chain — from supply planning to analysis of consumer demand. Having studied the possibilities of modular supply chain management systems, we came to the conclusion about the key advantages of modular solutions. We believe, the ever-increasing increase in the impact of uncertainty factors on organizations requires the use of risk-based thinking. This is the only way companies will be able to prepare for emergency situations and minimize possible damage. Today there are many standards with recommendations on the use of risk management tools, but ultimately each organization must independently adapt solutions based on the specifics of its activities and ambition.

    Technological Regulation of Wastewater Discharges Based on the Best Available Techniques Parameters

    Currently large industrial installations are undergoing the change in regulation towards technological regulation based on the Best Available Techniques; this means that every installation should receive an integrated environmental permit. Approaches to the establishment of BAT-related technological parameters (BAT-AELs) are based on expert assessment and further coordination with the members of expert groups for a particular industry and a technical working group. The researchers offer various options for methodological approaches to establishing BAT-AELs, taking into account the specifics of the environmental efficiency of the installations in the various economic sectors. We present the results of determining the BAT-AELs for the municipal wastewater treatment by using the approach proposed by European researchers and traditionally used for drawing up and reviewing of Russian reference documents on BAT.

    Automated Registration of the Measuring Instruments Verification Results with Data Transfer

    Digitalization is increasingly invading the field of metrology and metrological support of enterprises. The greatest difficulties are caused by the stage of processing the results of verification and data transmission to the Federal State Information System Arshin. To solve this problem, we have developed a new software product for automating the main processes of verification work and the selection of measuring instruments, the formation of a verification protocol and the transmission of its results to FSIS Arshin. We also reviewed the algorithm and software implementation of the developed product in stages. The main advantage of the development over analogues is the use of the built-in capabilities of MS Excel and MS Visual Basic. It includes separately developed databases and templates for the design of verification results for each type of measuring instruments. In conclusion, the proposed development is already being tested in the metrological service of Gazprom corporation.

    Aspects оf Foreign Implementation оf Peaceful Atom Heat & Energy Possibilities

    Having never before been acutely confronted with the problem of global warming, it is necessary to embrace this emergency for all life on Earth. Emissions costs are aggregates of thermal power plants and heat engines of industrial and transport equipment — engines of gas emissions, mainly gas and pollutant emissions. The solution to the problem is associated with the transition from dirty carbon fossil fuels to environmentally friendly alternatives, as renewable wind and solar, mainly (besides them, tidal, currents, etc.) and also natural, but already traditional, such as hydropower and nuclear power. In the given article I suggest to take a look at these solutions in terms of application technology, measurement, and security aspects.
