    Best Available Techniques: Urgent Training Tasks

    Training in the field of Best Available Techniques (BAT) is an integral part of the infrastructure resource and technological transformation of industry. International and Russian experience indicates that training needs will constantly grow. In the given article we have presented the current situation in the field of the regulation based on Best Available Techniques (BAT) and have outlined the main areas for staff training on BAT issues using examples of Russian and international projects. We have described possible approaches to the professional qualification improvement of representatives of the regulated community, federal and regional authorities and consulting companies, training and research institutions needed to practically participate in the environmental and technological modernisation on the principles of Best Available Techniques.

    Digital Technologies in the Logistics System: Risk Assessment

    We have examined the types of risks associated with the introduction of digital technologies in logistics system (DT LC) for military consumers. In our opinion, these risks can be classified according to certain criteria: External or internal; Military or civilian; Natural or malicious. We have offered a methodology for the quantitative assessment of these risks, based on certain principles and including several stages. This technique will allow evaluating the real effect of the functioning of the DT in LC. Based on a risk-based approach, we have formulated recommendations for making appropriate management decisions. All such decisions should be made on the basis of an indicator of the military-economic effect adjusted for risks. We think that risk management measures should be aimed at improving the reliability of the digital system in logistic system.

    Technical Regulation оf Perfumery & Cosmetic in EU аnd EAEU

    Perfume and cosmetic products (PCP) is the type of product for which most countries have the most stringent requirements for its safe handling on the market and the main objective of such measures is primarily to protect the life and health of consumers. In this article, we examined the issues of technical regulation of safe circulation of products on the EU and EAEU markets. In the EU, PCP studies on the basic safety parameters are carried out in accordance with the International Organization for Standardization (ISO) requirements in accordance with the requirements of the EU directives by an independent organization — the Certification Body. In case of successful passing of tests, the manufacturing company receives a certificate that is entered into the European Register of Quality and makes it possible to circulate products on the EU market. In this article, we have also wanted to draw attention to the similarity of technical regulation in the EU and the EAEU, which is a contributing factor for overcoming technical barriers to trade.

    Progress in any sphere of human activity is impossible without a marketing analysis of the prospects for the development of society with its urgent needs, building an appropriate research strategy, the emergence of know-how, innovative developments and their implementation in modern models of technical objects. Each of these stages is important, simply necessary, cannot replace the other, and without supplementing and continuing one with the other is not very effective, since it acquires value only by the totality of the implementation of the final product of practical use. After previous research in this area, trends were identified in the development of innovative technologies, developments, weddings and successful efforts of all participants in the framework of this process, implemented in 2019.

    State Contracts: Investment Support for Production Organization

    In this article, I have considered the structure of the problem and strategic alternatives for investment support of processes for improving the organization of light industry enterprises production for work under state contracts. As it is known, the tasks of direct investment include the expansion of production capacities of existing products and the development of an assortment of new products in accordance with changes in technical characteristics (and requirements for them). The timely solution of these problems allows enterprises to stably fulfill government orders, adapt to the prospective requirements of the customer, and become a strategic outline of the organization and planning of its work. In this regard, I have analyzed the possibilities of reducing risks and terms of execution of orders under state contracts, proposed algorithms and indicators for substantiating investments in light industry production, taking into account the particularities of state customers demand.

    Recently, there has been an increased interest to modern PR promotion technologies. Not only large, but also small companies began to realize the significant role of technological process development and the importance of communications in this context. Companies try not only to take care of the quality of goods, price, but also to provide information that should win in comparison with competitors. In the article, we have examined the main modern PR-technologies of company promotion: guerrilla marketing, its basic techniques, specifics of ambient media, sensory marketing and its main types, product placement, experiential marketing, viral marketing, influence marketing, AI marketing. We have presented the results of a number of studies on the use of these methods of promotion in the marketing industry. We believe that the future of PR will be based on new business strategies, increasing the importance of artificial intelligence and other interactive communication tools. Communications will come to the fore, creative approach will change the business and take the industry to a new level.

    In the given article we have analyzed the features of the effectiveness of personnel management in the Russian Federation at the present stage of development. The most important goals and objectives of human resource management were highlighted and the fundamental models of working with personnel were considered. In addition, in the paper we have suggested the main ways to increase the effectiveness of personnel management, in particular, the use of HR data in this area. We suppose that now, each leader should think about what should be the creative and professional qualities of an employee, so that joint work will contribute to the growth of the corporation and determine a competitive advantage.

    Directions for Metrological Work Improving Efficiency

    In the given article, we have examined the methodology of labor organization in the West Siberian branch of the Federal State Unitary Enterprise Russian Metrological Institute of Technical Physics and Radio Engineering. We have noted the main tasks facing the branch and described possible solutions that it can offer. Despite the compliance with the quality requirements during metrological work at the branch, we have identified a number of shortcomings and identified areas for improving labor organization. We think, that increasing the funding and simplifying the procurement procedure will eliminate deficiencies and improve work efficiency, the quality of work performed and the financial and economic results of the branch.

    World Markets. Influence of Price Dynamics on the Customs Value of Goods

    In this article, using the economic situation of the Russian Federation as an example, I have explored the theme of the impact of price dynamics in international markets on the customs value of goods, including under the conditions of economic sanctions. I have defined the basic concepts, the essence of customs value, the conditions for its formation and have considered economic sanctions as a foreign policy instrument for exerting pressure on the state. The positive and negative aspects of the influence of fluctuations in world prices on the structure of customs value, the onset of potential economic consequences are considered. I have presented the key points of the Russian policy of import substitution, carried out in order to reduce dependence on world price changes, part of imported products, as well as achieve stability of the state budget system.

    Dynamics of Natural Population Growth in the Russian Federation

    I had analyze the dynamics of the main demographic indicators in modern Russia, in particular, the total population (with the allocation of its urban and rural components) and its natural growth. The analysis of the dynamics of natural growth also highlights the dynamics of natural growth of urban and rural populations. A more detailed analysis of the dynamics of natural population growth leads to the need for a consistent review of the dynamics of fertility and mortality. The analysis of fertility dynamics focuses on the number of women of reproductive age and their health, as well as the total fertility rate. Analysis of mortality rates required a separate analysis of infant and maternal mortality, the main causes of mortality, and the division of urban and rural populations.
