    Tendencies оf the Russian Education System Development

    I’m assured, that the education system in many respects predetermines opportunities
    of a society development, including its social and economic component. Hence, the
    condition of an education system is the major factor not only the future qualifying level
    of workers, but also social and economic development of the country as a whole. From
    this point of view I consider tendencies of education domestic sphere development.
    I analyzed statistic data describing the development during last 25 years Russian
    education system and its’ main elements: primary, secondary, higher and other kinds of
    education. It has appeared, that higher educational level young generations possess, and
    people with average and initial vocational training belong to prepension (and pension)
    to age groups. It can testify to danger not full maintenance a national economy workers
    and an average part workers.

    In the Russian Federation, Best Available Techniques are gradually becoming
    an instrument of the environmental and the industrial policies. Competent and
    independent conformity assessment in the field of Best Available Techniques needs
    special attention to avoid mistakes of numerous certification systems and bodies offering
    easy registration in accordance with requirements of ISO management standards. We
    suggest forming a Society of Chartered Experts managed by the National Bureau of
    Best Available Techniques. These competent and independent experts will be involved
    in conformity assessment of applications for Integrated Environmental Permits and
    technological modernization projects seeking the state support. The Society will
    motivate experts running workshops and study tours, supporting publications and
    participation in international events. Growing competency, reputation and publicity
    of Chartered experts in Best Available Techniques will allow them providing various
    consulting and training services, revising Information and Technical Books and
    standards, preparing guidance materials for industrialists, etc. This will result in
    monetising expert competencies and strengthening their positions.

    The Production and Technological Potential of the Enterprise. Virtual Production

    I have devoted this article to the concept of Virtual Manufacturing (VM), its usage
    for placing commercial orders (production contracting) and its capabilities in modern
    conditions.
    At performing a responsible order, it is important not only to monitor its passage,
    but also be able to control the technological and production processes, including the
    ability to influence their progress quickly if it is necessary. Existing developments
    for solving this problem allow the customer to directly observe and adjust the order,
    performed at a third-party production site. And the customer can do this throughout
    the entire process, from preparing the production and manufacturing of parts to
    control and test processes. The main condition is the presence of a computer-mediated
    organizational structure. In this article I have considered the concept of virtual
    enterprises for placing commercial orders (industrial contracting) and their use
    in modern conditions.

    Functional Control and Diagnosis of Complex Technical Devices

    We have reviewed the main problems experienced by the developers of complex
    technical devices during the functioning control and diagnostics. We consider that
    continuous improvement of both the systems and controlling equipment is the main
    characteristic of avionics systems being developed in recent years. This is due to the
    increase of requirements to their functionality. We are confident that the growth of
    requirements to the complex systems specification leads to increase the structural
    complexity and, as a consequence, to increase the complexity of control and diagnostics
    applications. We have devoted the article to searching the solutions that will reduce
    labor content of control tasks implementation and reduce the influence of human
    factor in the process of diagnostic procedure. We also investigated the ways of quality
    monitoring improvement and diagnosis of complex devices.

    Developing an Integrated Management System of Enterprise for Compliance with QMS Standards and Lean Production

    We have shown that lean production helps organizations to improve their
    competitiveness and business performance. Its application assumes a certain way of
    thinking, considers any activity in terms of value for the consumer and reduces all
    types of losses. According to lean production the enterprise management system was
    developed, implemented and certified for compliance with the requirements of GOST
    R 56404-2015 at JSC INTERSKOL-Alabuga, which produces professional power
    tools. It includes the concepts of quality management system and lean production
    management system. After releasing the new version of standards ISO series 9000, the
    enterprise management system was integrated to meet the requirements of GOST R
    ISO 9001–2015. Personal projects of process optimization managers have helped to
    improve the flow of creating value for the electric drill manufacture: (a) in 1,5 times
    increased output per one collector of power tools; (b) the total time of the network
    electric drill production decreased by 56,6%.
    According to the results of the Enterprise Management System self-assessment,
    the maturity level from 96 points (37%) increased to 197 points (76%) and reached
    the fifth level recognition of the of the lean production management system perfection.
    Integration with the health and safety management system will become the next
    stage in the development of the Enterprise Management System.

    How to Improve the Quality and Accessibility of Public and Municipal Services?

    In the article, I analyze the problems of accessibility and quality of public and
    municipal services that have a social character. Although the provision of social
    services is regulated by a special law, but, in fact, both state and municipal social
    services remain services, therefore, in accordance with GOST R ISO 9000-2015 the
    services are the result of interaction of the performer and the consumer in services
    provision. At providing state and municipal services, one of the key principles of quality
    management — «customer orientation» — must be implemented. I consider that many
    problems can be solved with the use of technical regulation tools: standardization,
    certification, competitions, etc.

    Design of Quality Management System Processes Using QFD Methodology

    The design quality management processes is one of key within the limits of
    management processes. Efficiency of performance depends on the design processes
    quality, and it, and all system of processes. The design quality management
    processes can affect reduction in expenses, maintenance of flexibility, to promote
    rational performance of works. We have considered the problem of improving the
    design quality management processes based on the application of quality function
    deployment’s methodology (QFD). We are confident that a reasonable selection of
    components features as a model of process (inputs, outputs, control actions, resources
    and subprocesses) is carried out by using QFD linkages matrix. We consider, that
    such approach will promote the common improvement of quality and competitiveness
    of production.

    I believe that the management system of industrial enterprises in Russia should be
    adapted to the current realities: (a) deep economic crisis and intensive integration
    processes; (b) a significant reduction in state support for enterprises; (c) network
    competition; (d) rapid development of new information technologies.
    I have presented generalized data on inventory management in domestic enterprises
    and have proposed an organizational mechanism to ensure the optimal level of stocks,
    meeting the modern conditions of management organizations.

    Analysis of existing approaches to the industrial enterprise management

    Industrial enterprise management system is the most important factor of its
    competitiveness. The main characteristics of the management system are the speed of
    making sound management decisions, the ability to identify dynamics of the market
    needs and modify the internal environment in order to produce goods with the required
    characteristics in a given time and within a certain price. There are two approaches
    to build a management system: organizational (based on the same type of functions
    performed by a structural subdivision) and process (based on business processes). In
    this article I have described advantages and disadvantages of the specified management
    approaches, I have presented a generalized management model based on the process
    approach, and also I have identified factors of enterprise process management of higher
    quality within a market economy.

    We have devoted this article to certification to the principles of lean production,
    which is necessary for every medical center. This procedure guarantees patients
    receiving qualified medical care. We have examined the implementation of the basic
    principles, methods and tools of lean production on the example of the Surgut Region
    Clinical Hospital. We are the first in the Khanty-Mansiysk Autonomous Region —
    Ugra who realizes the Lean Region concept. The structure and the plan of measures
    (road map) for the implementation of the concept were approved in August 2016 by
    the order of our region government. We are confident that the basic organizational
    values of lean production are maximum customer orientation, security, increased
    value of medical services, reduction of losses and respect for human beings. It will
    allow us to raise the quality of health services and to achieve even greater satisfaction
    for our patients.
